Tariff and Development Board Notice No. 103—Inquiry into Import Duties and Import Licensing Affecting Buckles, Buckle Clasps and the Like, of Base Metal

Following the receipt by the Minister of Customs of a report from the Emergency Protection Authority, pursuant to section 10D of the Tariff and Development Board Act 1961, the Government has accepted the recommendation of the Authority that urgent action is necessary in relation to the importation of the goods enumerated in the Schedule to this notice and has taken the temporary measures described in the Schedule pending inquiry and report by the Board.

In accordance with the provisions of the Tariff and Development Board Act 1961, the Minister of Customs has referred to the Board, for inquiry and report, the question whether any new or increased duty is necessary in respect of buckles, buckle clasps and the like, of base metal, classified in Tariff item 83.09.02, and also the question of import licensing as it affects these goods.

For the purpose of taking evidence on these matters the Board will hold a public inquiry in the Boardroom, First Floor, Law Society Building, 26 Waring Taylor Street, Wellington, commencing at 10.30 a.m. on Tuesday, 5 August 1969.

Twelve copies of a typewritten statement of the evidence to be tendered should be lodged with the under-named not later than 22 July 1969. In preparing this evidence, the “Notes for Guidance of Witnesses”, prepared by the Board may be of assistance. Copies of these notes may be obtained from the under-named.

SCHEDULE
(a): Buckles of base metal for car seat belts, and
(b) Other buckles and buckle clasps of base metal designed for use with clothing, headwear or footwear and having an f.o.b. value of not less than 50 cents per dozen, classified in Tariff item 83.09.02 which reads as follows:
83.09.02 Buckles, buckle clasps and the like (of base metal)
Temporary measures taken:
(i) The goods listed in (a) and (b) above to be excluded from the proposed import licensing exemption relating to Item code 42.120. (ii) Buckles of base metal for car seat belts to be given a “C” allocation. (iii) Other buckles, etc., as set out in (b) above, to be given an allocation of 100 percent of the value of imports of the same goods in the 1967-68 period.
Terms of reference to the Board: To inquire into and report whether any new or increased duty is necessary in respect of ALL buckles and buckle clasps of base metal classified in Tariff Item 83.09.02, and to include import licensing as affecting these goods in its inquiry.
