Tariff and Development Board Notice No. 92-New Zealand - Australia Free Trade Agreement—Additions to Schedule A

  1. At the request of the Minister of Overseas Trade, the Tariff and Development Board proposes to inquire into and report upon the question of whether goods listed in the Schedule to this notice should be added to Schedule A of the New Zealand - Australia Free Trade Agreement.

  2. For the purpose of taking evidence, the Board will hold public inquiries, commencing at 10.30 a.m., on the dates shown in the Schedule to this notice, in the Boardroom, First Floor, New Zealand Law Society Building, 26 Waring Taylor Street, Wellington.

  3. Twelve copies of a typewritten statement of the evidence to be tendered should be lodged with the under-named not later than the dates shown in the Schedule to this notice, and the “Notes for Guidance of Witnesses”, which have been prepared by the Board, may be found to be of assistance. A copy of these notes may be obtained from the under-named. Each statement will need to be presented under oath at the public inquiry by the person tendering it.

Tariff and Development Board Notice No. 88—Inquiry into Import Duties and Import Licensing Affecting Various Goods

  1. Following the receipt by the Minister of Industries and Commerce and the Minister of Customs of reports from the Emergency Protection Authority, pursuant to section 10D of the Tariff and Development Board Act 1961 the Government has accepted the recommendation of the Authority that urgent action is necessary in relation to the importation of the goods enumerated in the Schedules to this notice and has taken the temporary measures described in those Schedules pending inquiry and report by the Board.

  2. Interested parties are requested to forward to the Board such evidence as they would propose to tender during a public inquiry into any of the matters set forth in the Schedules.

  3. Twelve copies of a typewritten statement of the evidence to be tendered should be lodged with the under-named not later than 30 May 1969. In preparing this evidence, the “Notes for Guidance of Witnesses”, prepared by the Board may be of assistance. Copies of these notes may be obtained from the under-named.

  4. To the extent that, on the basis of the evidence submitted, public inquiries are found to be necessary, it is intended to conduct them on dates to be notified, but not earlier than approximately 1 month after 30 May 1969.

SCHEDULE A

Hand weeding forks and garden trowels, classified in Tariff items 82.01.06 and 82.01.23 which read as follows:

Temporary measures taken:

Additional duty at a rate equal to half the amount by which the f.o.b. price of each article is less than 80c (New Zealand currency), such duty to apply also to trowels and hand weeding forks when they form parts of sets of garden hand tools.

The additional duty on trowels does not apply to goods the produce or manufacture of Canada, and the additional duty on forks and on forks and trowels in sets does not apply to goods the produce or manufacture of Australia or Canada.

Terms of reference to Board by Minister of Customs:

To inquire into and report upon whether any new or increased duties are necessary in respect of these goods.

SCHEDULE B

Pressure force feed oilcans of capacities not exceeding 1¼ pints, classified in Tariff item 82.04.05 which reads as follows:

Temporary measure taken:

Additional duty of 22½ percent on imports of pressure force feed oilcans of capacities not exceeding 1¼ pints from all sources except Australia, in which case the additional duty is limited to 12½ percent.

Terms of reference to Board by Minister of Industries and Commerce:

To inquire into and report upon whether permanent tariff protection should be afforded to these goods and, if so, the level of protection considered necessary.
