Tariff and Development Board Notice No. 65—Public Inquiry into Question of Adding the Goods Listed Hereunder to Schedule A of New Zealand - Australia Free Trade Agreement

  1. At the request of the Minister of Overseas Trade, the Tariff and Development Board proposes to inquire into and report on the question of whether the goods listed in paragraph 2 hereunder should be added to Schedule A of the New Zealand - Australia Free Trade Agreement.

  2. The goods subject to the inquiry and the rates of import duty at present payable thereon are as follows:

Tariff Item No. Brief Description British Preferential Most Favoured Nation General Tariff
Ex 84.25 Hay or grass mowers: Power operated, whether or not self-propelled: Reel types:
84.25.45 Having cutting blades exceeding 20 in. in length.. .. 15% 40%
84.25.46 Other .. .. 27½% 50%
Ex 84.25.52 Parts of mowers of item 84.25.45 .. .. 15%
Ex 84.25.53 Parts of mowers of item 84.25.46 .. .. 27½%
  1. In considering this matter the Board will have regard to all relevant provisions of the New Zealand - Australia Free Trade Agreement. It will take full account of the advantages and disadvantages to New Zealand industry concerned and to New Zealand as a whole of including the item in Schedule A.

  2. For the purpose of taking evidence on this subject the Board will hold a public inquiry commencing on Tuesday, 28 May 1968, at 10.30 a.m., in the Board Room, First Floor, New Zealand Law Society Building, 26 Waring Taylor Street, Wellington.

  3. Any person who intends to tender evidence will, on notifying the under-named to that effect, be supplied with a form indicating the nature of the information which should be submitted in support of representations. Trade organisations may prepare and present comprehensive cases on behalf of an industry or section of an industry interested in the subject under consideration. Such comprehensive cases should, however, be supported at the inquiry by a witness or witnesses drawn from some of the businesses represented. These witnesses should be able to testify in matters of corroboration, or of technical and other detail concerning the individual businesses. The presentation of such a comprehensive case does not preclude individual businesses within the group from presenting separate evidence.

  4. Twelve copies of a typewritten statement of the evidence to be tendered, compiled in accordance with the form and supported by any additional information, should be lodged with the under-named not later than Tuesday, 14 May 1968. Each statement will need to be presented under oath at the public inquiry by the person tendering it.

  5. It should be noted that representations already made to the Board by interested parties notifying their intention to lodge submissions will not be regarded as evidence unless such representations are presented under oath as statements of evidence at the inquiry as required herein.

NOTE—The Board has received representations from certain interested parties indicating their support for the addition of these goods to Schedule A. Others have signified their objection to such addition.

Dated at Wellington this 14th day of March 1968.

P. A. T. ABRAHAM, Secretary, Tariff and Development Board.

P.O. Box 5070, Wellington.
