  1. Class R

  2. Minimum Loads of New Zealand coal and coal products chargeable at Class R rate will be as follows:

  1. Minimum Charge—Except where otherwise specified, any less quantity than the minimum prescribed will be charged at such minimum or on actual weight at Class E plus 50%, whichever is cheaper.

  2. Handling—The Department may require all loading or unloading to be performed by the owners. Where any such service is performed by the Department charges as provided in section 122 will be made.

  3. Horses

  4. Except as otherwise provided, horses (including ponies and foals), loaded in horse boxes will be charged as follows (according to the distance actually conveyed):
