Tariff and Development Board Notice No. 48—Addition to Terms of Reference and Change of Date of Public Inquiry into Import Duties and Import Licensing Affecting Certain Types of Bonded Fibre Fabrics Used as Substitutes for Leather

  1. Tariff and Development Board Notice No. 47, of 1 August 1966, gave notice of the intention of the Tariff and Development Board to inquire into and report on the question of whether a determination under the terms of tariff item 655.410.1 should be made in respect of bonded fibre fabrics with a blown plastic coating (e.g., “Corfam”); and, if so, what rates of duty should be imposed on these goods, and, additionally, import licensing as affecting the goods.

  2. Considering the nature of the materials involved, the Board will also receive evidence at this inquiry in respect of any other materials with a micro-porous structure which may be used as substitutes for leather, but which may be classified elsewhere in the Tariff, e.g.:

Group 581—Plastic materials, regenerated cellulose, artificial resins.

Items 655.431.1–9—Textile fabrics impregnated or coated with preparations of cellulose derivatives, or of other man-made plastic materials.

Group 893—Articles of man-made plastic materials, n.e.i.

  1. To enable preparation of evidence under the above Tariff classifications the public inquiry which was to have commenced on Tuesday, 18 October 1966, will now commence at 10.30 a.m. on Tuesday, 22 November 1966, in the Board Room, First Floor, New Zealand Law Society Building, 26 Waring Taylor Street, Wellington.

  2. Twelve copies of a typewritten statement of the evidence to be tendered at the public inquiry should be lodged with the under named not later than Tuesday, 8 November 1966.

Dated at Wellington this 1st day of September 1966.

P. A. T. ABRAHAM,

Acting Secretary, Tariff and Development Board.

P.O. Box 5070, Wellington.

Decision of the Indecent Publications Tribunal

In the matter of the Indecent Publications Act 1963 and in the matter of an application by the Comptroller of Customs in respect of a paper back The Nude who Never.

DECISION OF THE TRIBUNAL

The Tribunal sat to consider an application made by the Comptroller of Customs in respect of a paper back, The Nude who Never, written by one Ted Mack, and produced by Lancer Books Incorporated, 185 Madison Avenue, New York, U.S.A.

No submissions were offered on behalf of the Comptroller of Customs or on behalf of the importers—Gordon and Gotch Ltd.

We have considered the book submitted and regard it as entirely devoid of any literary merit. It is no more than a commercial exploitation of sex to constitute a deliberate appeal to a reader’s sex interest. There is a lurid cover and the contents all deal with sex in various forms. There is narrated some behaviour which is disgusting. The book regarded as a whole is an account of sex gross, dull, and monotonous.

We have no hesitation in holding the book to be indecent within the meaning of the Indecent Publications Act 1963, and so decide.

K. M. GRESSON, Chairman.

25 August 1966.
