The Otago Central Electric Power Board Water Power and Electric Lines Licence 1965
BERNARD FERGUSSON, Governor-General ORDER IN COUNCIL At the Government House at Wellington this 22nd day of September 1965 Present: HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL PURSUANT to the Public Works Act 1928 and the Electric Power Boards Act 1925, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order.
ORDER
-
This order may be cited as the Otago Central Electric Power Board Water Power and Electric Lines Licence 1965. 2. Subject to the conditions hereinafter set forth, the Otago Central Electric Power Board (hereinafter referred to as the licensee) is hereby granted a licence to raise or lower the level of the Roaring Meg River in the Otago Land District and to obstruct, impound, or divert the waters of the Meg Stream, Wye Creek, One Mile Creek, Fraser River, Teviot River, and the said Roaring Meg River, and to take the use therefrom, for the purpose hereinafter set forth, streams of water not exceeding respectively 25, 8, 2Β½, 60, 36, and 30 cu. ft. per second, and also to construct, put up, place, and use electric lines and to construct electric works which may from time to time be required for the distribution and supply of electricity within the area described in the First Schedule hereto.

The conditions directed to be implied in all licences by the Water Power Regulations 1934 and the Electrical Supply Regulations 1935 shall be incorporated herein and shall form part of this licence, except in so far as they may be inconsistent with the provisions of this licence.

This licence is issued under the Water Power Regulations 1934, and is subject thereto, and to the Electrical Supply Regulations 1935, the Electrical Wiring Regulations 1961, the Radio Interference Regulations 1958, and to all regulations made in amendment thereof or in substitution therefor, except in so far as they may be inconsistent with the provisions of this licence.

The water shall be taken from:
(a) Meg Stream in the Otago Land District near its junction with Skeleton Creek.
(b) Roaring Meg River in the Otago Land District near the confluence of the Roaring Meg and Kawarau Rivers.
(c) Wye Creek in Block V, Coneburn Survey District, in the Otago Land District.
(d) One Mile Creek in Section 20, Block I, Mid Wakatipu District.
(e) Fraser River at a point situated in Run 249, Block XIV, Leaning Rock Survey District.
(f) Teviot River at a point situated in Section 26s, Teviot Settlement, Block VI, Teviot Survey District, in the Otago Land District.
All as indicated on the plan marked N.Z.E.D. 684 deposited in the office of the New Zealand Electricity Department at Wellington. -
The licensee is hereby authorised, subject to the conditions hereof, to construct, maintain, and use the works described in the Second Schedule hereto, the positions of the said works being indicated on the said plan N.Z.E.D. 684 deposited as aforesaid.

The systems of supply shall be as described in paragraphs (a), (b), (d), (e), and (f) of regulation 21-01 of the Electrical Supply Regulations 1935.

Nothing in this licence shall of itself be deemed to confer upon the licensee any right to water.

This licence shall, unless sooner lawfully determined, continue in force until the 31st day of March 1986.

The Orders in Council specified in the Third Schedule hereto are hereby revoked.
FIRST SCHEDULE
AREA OF SUPPLY
THE Otago Central Electric Power District as defined in the First Schedule to the Otago Central Electric Power Board Empowering Act 1959, the said district being more specifically delineated on the said plan N.Z.E.D. 684, deposited as aforesaid, and thereon coloured yellow.
SECOND SCHEDULE
GENERAL DESCRIPTION OF GENERATING WORKS

Upper Meg
(a) Headworks consisting of a storage dam below the junction of Skeleton Creek and the Meg Stream at a level of 2,073 ft.
(b) Pipeline leading from the dam to the powerhouse situated at an elevation of 1,720 ft.
(c) Powerhouse with all necessary equipment for generating electricity having a capacity of 460 kilowatts.
(d) Tail race from the powerhouse to the intake for the lower station hereinafter described. -
Roaring Meg
(a) Headworks consisting of weirs and necessary intakes on the Roaring Meg River at a level of 1,710 ft.
(b) Races, penstocks, and pipelines leading from the weirs to the powerhouse, and tail races from the powerhouse to the river.
(c) Powerhouse with all necessary equipment for generating electricity having a maximum capacity of 1,800 kilowatts. -
Wye Creek
(a) Headworks consisting of weir and necessary intake on the northern arm of Wye Creek in Run 331, Block V, Coneburn Survey District.
(b) Pipeline leading from the intake to the powerhouse situated in the said Run 331 near the point where Wye Creek crosses the Kingston-Queenstown Main Highway, giving a static head of approximately 1,035 ft.
(c) Tail race from the powerhouse to the Wye Creek.
(d) Powerhouse with all necessary equipment for generating electricity having a maximum capacity of 400 kilowatts. -
One Mile Creek
(a) Headworks consisting of a dam and intake on One Mile Creek.
(b) Tunnel and pipeline leading from the intake to the powerhouse.
(c) Tail race from the powerhouse to One Mile Creek.
(d) Powerhouse with all necessary equipment for generating electricity having a maximum capacity of 60 kilowatts. -
Fraser River
(a) Headworks consisting of a diversion weir and necessary intake on the Fraser River below the dam constructed by the Minister of Works giving a static head of approximately 810 ft.
(b) Pipelines leading from the intake to the powerhouse.
(c) Powerhouse situated on River Reserve, Block X, Leaning Rock Survey District, on Run 249, adjacent thereto, with all necessary equipment for generating electricity having a maximum capacity of 3,000 kilowatts.
(d) Tail race leading from the powerhouse to the existing irrigation system of the Minister of Works. -
Teviot River
(a) Headworks consisting of a diversion weir and intake with pipelines and a tunnel leading to the turbine and powerhouse on the Teviot River.
(b) Turbine and powerhouse with all necessary equipment for generating electricity having a maximum capacity of 1,000 kilowatts.
(c) Tail race leading from the powerhouse to the Teviot River.
