Hagyard, were appointed to be a commission to inquire into and report on divers matters related to the explosion and fire which occurred at Masterton on the 13th day of April 1965:

And, whereas such commission was by the said Order in Council required to submit its report not later than the 30th day of June 1965:

And whereas by an Order in Council made on the 23rd day of June 1965 the time within which such commission shall submit its report was extended until the 31st day of August 1965:

And whereas it is expedient to extend further the time within which such commission shall submit its report until the 31st day of October 1965:

Now, therefore, I, Major-General the Right Honourable Sir Harold Eric Barrowclough, the Administrator of the Government of New Zealand, in exercise of the powers conferred on me by the said Act and of all other powers and authorities enabling me in this behalf, hereby declare and appoint that the time at or before which you, the said Sir Arthur Tyndall, Joseph Ivon Graham, and Thomas Hagyard, shall submit your report as aforesaid is hereby extended to the 31st day of October 1965:

And I hereby declare that the provisions of the aforesaid Order in Council, dated the 3rd day of May 1965, shall apply as fully and effectively in all respects as if the 31st day of October 1965 were the date originally fixed in the said Order in Council as the last day for the submission by such commission of its report.

Given in Executive Council under the hand of His Excellency the Administrator of the Government this 25th day of August 1965.
