Tariff Notice No. 1965/39—Review of Former Tariff Concessions

DECISIONS in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in the Schedule hereto, are to be reviewed.

Persons desiring, or objecting to, the admission of any of these goods under Part II of the Tariff now in force should lodge submissions in writing on or before 10 June 1965.

Submissions, headed “448 Review”, should be prepared separately for each of the decisions listed, and addressed to the Comptroller of Customs, Private Bag, Wellington, supported by information as to:

(a) Full details of composition and nature of the goods;
(b) Purpose for which they are to be used;
(c) Quantity and frequency of importation (in terms of actual annual requirements);
(d) Usual source of supply;
N.B. Where goods are not of Commonwealth origin, information as to availability from Commonwealth sources should be supplied;
(e) Availability (in terms of quantity, range, supply, etc.) of suitably equivalent goods of New Zealand production or manufacture.

Failure to supply information under all or any of the foregoing headings may prejudice consideration of the submissions.

SCHEDULE

Bags, trunks, etc.—
Fittings, metal (except metal strips bent or flat), for trunks, cash boxes, portmanteaux, travelling bags, handbags, satchels, purses, hampers, golfbags. (For metal strips for trunks, etc., see Tariff item, 356 (1) (d) – Bag)
(The revocation in Tariff Notice No. 1965/12 is cancelled)
The items to be reviewed under the above decisions are those which are not covered by item 698.121.2

Dee-O, an enzyme preparation for the manufacturer of powdered eggs

The following materials on declaration by a manufacturer for use by him only in making synthetic detergents (not being soaps or containing soaps) viz:
Coconut oil fatty acids

Sodium methoxide (sodium methylate)
Diacetin (glyceryl diacetate), crude or commercial grades
Diacetone alcohol
Di-allyl-phthalate
Dibutyl sebacate

Discs and rings of forged steel, in the rough, for making dies

2:2 Dimethyl-4-hydroxymethyl 1:3 Dioxolane

Dimethyl phthalate declared by a manufacturer for use by him for approved manufacturing purposes—

For use as a plasticiser in making paints, varnishes or plastics

Emulsifiers specially prepared for use with dry cleaning solvents
Examples:
Adtex
Alrolenes
Anolite
Hexapol
Sanitone D, X (or X900), 170, 847
(Full details of emulsifiers must be supplied including whether or not soluble in water)
Preparations for the prevention of linting of garments during the drying process
Sanitone SS1000 textile stiffener
Spot removing preparations for removing stains from garments, declared by an importer that they will be sold by him only to dry cleaners or to manufacturers of apparel
(Please supply full description and current classification of preparation concerned)
Supersize
T.N.T. Dry Size

Dry flavours, being powders prepared from natural essential oils or synthetic flavouring substances, declared by a manufacturer for use by him only in making approved preparations—

Foodstuffs
Fruit extracts, powdered
Penicillin oral suspensions
Duomeens and their salts and esters
Dylube, a mould lubricant for brickmaking

Tariff Notice No. 1965/40—Application for Variation of Determination

NOTICE is hereby given that application has been made for exclusion of goods as follows from a current determination of the Minister of Customs and for admission of such goods at the reduced rates of duty prescribed under the substantive Tariff item therefor:

Any person wishing to lodge an objection to the granting of this application should do so in writing on or before 10 June 1965. Submissions should include a reference to the application number, Tariff items, and description of the goods concerned, be addressed to the Comptroller of Customs, Private Bag, Wellington, and supported by information as to:

(a) The range of equivalent goods manufactured locally;
(b) The proportions of New Zealand and imported materials used in manufacture;
(c) Present and potential output; and
(d) Details of factory costs in terms of materials, labour, overhead, etc.
