Reserve Bank of New Zealand

PURSUANT to section 45 of the Reserve Bank of New Zealand Act 1933 (as amended by section 23 of the Reserve Bank of New Zealand Amendment Act 1936), the Governor of the Reserve Bank acting with the authority of the Minister of Finance, hereby gives notice that, as from 20 November 1964, the balance to be maintained in the Reserve Bank by each other bank for the time being carrying on business in New Zealand in accordance with the said section 45 shall be such that, when added to that bank’s holding of Reserve Bank notes, it shall be equal to not less than 27 per cent of its demand liabilities in New Zealand, plus 3 per cent of its time liabilities in New Zealand, as shown in the last preceding monthly return furnished by that bank in accordance with section 46 of the Reserve Bank of New Zealand Act 1933.

Provided that the minimum balance to be maintained at the Reserve Bank shall not be less than 7 per cent of its demand liabilities in New Zealand, plus 3 per cent of its time liabilities in New Zealand.

For the purpose of this calculation a bank’s holding of Reserve Bank notes shall be as shown in the latest available weekly return provided under the Statistics Act 1955.

Tariff Notice No. 1964/86—Review of Former Tariff Concessions

DECISIONS in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule I hereto, are to be reviewed.

Persons desiring, or objecting to, the admission of any of these goods under Part II of the Tariff now in force should lodge submissions in writing on or before 10 December 1964.

Submissions, headed “448 Review”, should be prepared separately for each of the decisions listed, and addressed to the Comptroller of Customs, Private Bag, Wellington, supported by information as to:

(a) Full details of composition and nature of the goods;
(b) Purpose for which they are to be used;
(c) Quantity and frequency of importation (in terms of actual annual requirements);
(d) Usual source of supply;

N.B.—Where goods are not of Commonwealth origin, information as to availability from Commonwealth sources should be supplied;

(e) Availability (in terms of quantity, range, supply, etc.) of suitably equivalent goods of New Zealand production or manufacture.

Failure to supply information under all or any of the foregoing headings may prejudice consideration of the submissions.

Decisions in respect of goods approved by the Minister of Customs under item 448 of the former Tariff, as set out in Schedule II hereto, are revoked with effect from 10 December 1964. (The rates of duty for these goods under Part I of the Tariff now in force are the same or lower than the rates under item 448 of the former Tariff.)

Starch, potato and tapioca, when imported in packages of 100 lb or over, declared by a manufacturer for use by him only in making cold water pastes and similar adhesives

Ammunition—
Felt sheets of pressed wool, impregnated on each surface with a resinous material, for use in making wads for gun cartridges

Ansa wetting agent for textiles, agricultural sprays, metal cleaning, etc.
Antifoam preparations
Antioxidants for preventing decomposition or oxidation in oils, greases, fats, foodstuffs, paints, and printing inks
Examples: Dodecyl gallate, ethyl gallate, nordihydroguaiaretic acid, octyl gallate, Progallin A and P, Stock 1096
Apparel—
Bandings, trouser and skirt, in long lengths, made from textile having several warp threads of rubber and sewn to a backing of canvas
Bandings, trouser and skirt, “Tautex” and similar, made from textile with a strip of rubber or imitation sealskin inserted
Belts—
Buckles of paper mache, or of erinoid, casein, celluloid, and similar plastic materials, declared by a manufacturer for use by him only in making belts
Cartridge clips, being lacquered metal stampings for making cartridge belts
Rings, split, bronzed or nickel plated, with or without snaphooks and swivels, declared by a manufacturer for use by him only in making Boy Scout or Girl Guide belts
Stampings, metal, for use in making casein or plastic belt clasps
Strapping composed of strips of material, the edges of which have been folded under and cemented or sewn
Braces, suspenders, and similar articles—
Button stripping, consisting of satin backed with buckram and gauze, and having each of the two edges folded in over the back, imported in short lengths sufficient for a single garter, for use in making suspenders
Celluloid fittings for use in making suspenders
Cord ends with metal links and bakelite tags attached, declared by a manufacturer for use by him only in making braces
Cords of approved patterns declared by a manufacturer for use by him only in making braces or in making leg loops for mechanics’ aprons
Approved:
Apron cords with loops crimped at both ends and with spring hooks attached
Braids tubular woven, of cotton with artificial silk covering
