  1. Except as otherwise provided, the charges for small lots of goods will be:
    (a) Goods classified at Class C, C plus 20%, D, D less 25% and E plus 50% —

Goods classified at Class C plus 50 per cent will be charged at the foregoing scale, plus 50 per cent.
Goods classified at Class C double rate will be charged at double the foregoing scale.
