(f) On receipt of the completed ballot papers (other than
those received after the specified date) the secretary
shall hand them unopened to two scrutineers appointed
by the Council and receive a receipt from them for
the total number of ballot papers. The scrutineers
shall then in the presence of each other count the
ballot and deliver to the secretary prior to the opening
of the annual general meeting a certificate signed
by each of them declaring the result of the ballot
papers under sealed cover. The certificate of such
scrutineers shall be conclusive. In the event of a tie
for the last vacant seat on Council the matter shall
be decided by lot. The ballot papers may be destroyed
on the expiry of one month from the date of the
annual general meeting.

(g) The chairman of the meeting shall, immediately following
the adoption of the annual report and balance
sheet, read out the names of the members successful
in the ballot and the number of votes received by
each candidate and declare them elected to the
Council for the prescribed period of office.

(h) Unless at a meeting of the Council, held prior to the
secretary calling for nominations in accordance with
rule 9 (a) hereof, it should be resolved that this rule
shall not apply to that election then each candidate
shall be entitled to supply to the secretary a personal
statement having reference to his candidature. Such
personal statement shall be, as nearly as may be,
biographical in form and shall consist of not more
than 20 words in addition to the candidate's name,
occupation, and address. The secretary may then take
such steps as he deems necessary to promulgate such
statements to members.

(i) Subject only to provision of rule 9 (h) hereof, no canvassing
or touting shall be allowed. Any breach of
this rule by any candidate or with his acquiescence or
consent shall be deemed to disqualify the candidate
from election. Disqualification of any candidate under
this rule shall not operate to invalidate the voting
paper under rule 9 (c) hereof but the votes thereon
for the disqualified candidate shall be disregarded.

Scheme of Control of Papatoetoe High School

PURSUANT to section 92 of the Education Act 1914, the Minister
of Education hereby revokes the approval of the scheme of
control of Papatoetoe High School published in the Gazette on
6 September 1956, Volume III, page 1226; and approves of
Papatoetoe High School being controlled in accordance with
the Standard Scheme of Control for Secondary Schools 1961.*

Scheme of Control of Kaitaia College

PURSUANT to section 92 of the Education Act 1914, the Minister
of Education hereby revokes the approval of the scheme of

Kaitaia College being controlled in accordance with the Standard
Scheme of Control for Secondary Schools 1961.*

Plants Declared Noxious Weeds in the Borough of Gore

PURSUANT to section 3 of the Noxious Weeds Act 1950, the
Director-General of Agriculture, acting under a delegation
from the Minister of Agriculture for the purposes of the said
section, hereby publishes the following special order made by
the Gore Borough Council on the 18th day of September 1961.

SPECIAL ORDER

THAT, in exercise of powers conferred on it by section 3 of the
Noxious Weeds Act 1950, the Gore Borough Council hereby
resolves, by way of special order, that it declares all of the
plants listed hereunder to be noxious weeds within the district
of the Borough of Gore:

Bathurst bur (Xanthium spinosum).
Bindweed (Convolvulus arvensis).
