Notice to Persons Affected by Applications Under the Licensed Industries Regulations

Pursuant to regulation 19 of the Licensed Industries Regulations 1957, the Licensed Industries Committee has made the following decisions in respect of applications for licences.

Applicant and Location: Tasman Pulp and Paper Co. Ltd., Kawerau.

Nature of Application: That the definitions of “newsprint” and “mechanical printing paper” contained in the company’s existing licence be deleted therefrom, and the following substituted therefor:

“Newsprint and mechanical paper include all classes of papers of whatsoever kind or nature which contain not less than 25 per cent of groundwood pulp and have a brightness of not less than 50 degrees G.E. excluding such classes as are necessarily and customarily made on an M.G. cylinder machine.”

Decision: Granted.

Date: 5 May 1960.

Applicant and Location: New Zealand Paper Mills Ltd., Dunedin.

Nature of Application: For amendment of the applicant’s licence to manufacture paper and for the right to manufacture semi-chemical and groundwood (mechanical) pulp.

Decision: The original licence of New Zealand Paper Mills Ltd. is hereby cancelled and substituted by a licence to manufacture—

(1) Paper of all kinds capable of being made on a Fourdrinier machine, including pressings, cover papers, and manillas with specific exceptions of—
(a) Newsprint which for the purpose of this licence is defined as any paper commonly used for the publication of newspapers; and
(b) Paper for the manufacture of multi-walled bags.
(2) Semi-chemical pulp.
(3) Mechanical (groundwood) pulp.

It is a condition of this licence that any mechanical or semi-mechanical pulp shall not be sold as such and any mechanical printing papers shall not be sold otherwise than for use in New Zealand.

Date: 5 May 1960.

Applicant and Location: N.Z. Forest Products Ltd., O’Rorke Road, Penrose, Auckland, on behalf of a subsidiary company to be formed.

Nature of Application: For a licence to manufacture in Canterbury a range of pulp, paper (excluding newsprint), and board as notified in the Gazette, 11 February 1960, No. 8, page 166.

Decision: The Committee decided that, as the applicant had failed to satisfy the Committee on certain matters, it was unable to grant the licence, but that, if within a period of six months the applicant showed that it had made the necessary investigations to enable it to satisfy the Committee on these matters and called upon the Committee to reopen the hearing of the application, the Committee would be willing to do so and endeavour to elicit from the further evidence then adduced information on those matters to which it was required particularly to give its attention under the provisions of regulation 15 (f), (g), and (h).

Date: 5 May 1960.

Dated at Wellington this 5th day of May 1960.

L. J. FITZGERALD, Secretary.
Licensed Industries Committee, G.P.O. Box 2492, Wellington.
