Road Works and Bankruptcy Notices

  1. Construction of footpaths on State highways where recommended by the District Roads Council as a safety measure.
  2. Construction and maintenance of cycle tracks forming part of a road.
  3. Construction, installation, and maintenance (including electricity charges) of carriageway illumination other than amenity lighting.
  4. Erection of traffic signs and marking of carriageways for the control of traffic.
  5. Installation of traffic lights on State highways as approved by the Board and other specified traffic lights so approved.
  6. Hire charges (working time only) for plant, but not the capital cost of plant, used in the construction and maintenance of roads at rates adopted by the local authority but not exceeding the equivalent rate under the Ministry of Works/ Local Body Reciprocal Plant Hire Schedule.
  7. Materials used in the construction and maintenance of roads (including materials from local authority stocks) at cost plus handling charges, freight, and cartage to job.
  8. Metal for the construction and maintenance of roads, supplied from local authority quarries or crushing plants, at a price per cubic yard to cover direct operating and maintenance costs; depreciation charges and interest on capital cost of the quarry or the crushing plant installation; but excluding profit.
  9. Wages of direct labour (excluding supervisory staff) engaged on the construction and maintenance of roads in accordance with local authority awards.
  10. Indirect costs comprising holiday and sick leave pay, employers liability insurance and small tools, applied as a percentage on-cost calculated at the rate of 12½ per cent of the wages referred to in the preceding paragraph 14 hereof.
  11. Indirect costs of engineering administration and supervision of maintenance and construction of roads at a rate of 3 per cent of total job cost (excluding compensation payments) applied as a percentage on-cost.
  12. Annual charges including interest on loans raised by a local authority before 1 April 1960 for any of the aforesaid types of works.
  13. Annual charges excluding interest on any loan raised on or after 1 April 1960 by a local authority for any of the aforesaid types of works, if no subsidy under subsection (1) of section 23 of the Act has been paid in respect of the works paid for out of that loan.
