applied to the Supreme Court at Christchurch for approval
of a scheme for the disposition of the John Bell Memorial
Scholarship.

The present conditions of the said scholarship are as follows:
(1) The scholarship shall be awarded to the pupils obtaining
the highest aggregate marks for the year in the
subjects of English, Core Mathematics, and General
Agriculture in each of the first, second, and third years
of the agricultural course at the Ashburton High
School.
(2) No award of a scholarship shall be made in any year
unless the headmaster is satisfied that the pupil has
reached a reasonable standard of attainment and
his conduct is in other respects satisfactory.
(3) The scholarship shall be £20 in each case.
(4) The Board may from time to time at its discretion
vary the amount of the scholarship and the conditions
of the same.
(5) That the new scheme shall be initiated progressively
commencing in 1951, i.e., the awards to be made as
follows: 1951, first-year pupil only; 1952, first and
second-year pupils; 1953 and thereafter, first, second,
and third-year pupils.

Particulars of the said scheme are as follows:

I. The conditions of the said scholarship, as the same are
contained in the Schedule to the said deed bearing date the
13th day of May 1919, are hereby revoked and in substitution
therefor the following conditions shall apply:
(1) There shall be scholarships designated “John Bell Memorial Scholarships.” The following provisions shall
apply with respect thereto.
(2) To qualify for an award of a scholarship a candidate
must satisfy all of the following conditions:
(a) The candidate must be a male.
(b) He must be a pupil or a former pupil of the
Ashburton High School and he must have attended
the said school during the year immediately preceding
that in which an award is made.
(c) He must have passed the University Entrance
Examination.
(d) He must satisfy the selection committee hereinafter mentioned of his intention, should he be
awarded a scholarship, of commencing the course
for a degree of bachelor of agricultural science at a
university or agricultural college in New Zealand
at the beginning of the academic year immediately
following such award.
(3) Except as provided in paragraph 4 hereof the term of
each scholarship shall be three years and there shall
be payable to the holder of each scholarship an
annual sum of £30.
(4) Notwithstanding the provisions of paragraph 2 hereof,
a male pupil or a former male pupil of the said
school who attended the said school during the year
immediately preceding the making of a provisional
award as hereinafter mentioned may be provisionally
awarded a scholarship, provided he satisfies the
selection committee of his intention of performing
the necessary prerequisite training, and of then
undertaking the course for a diploma of agriculture
at an agricultural college in New Zealand. The candidate to whom such a provisional award has been
made may be awarded a scholarship upon his completing his prerequisite training satisfactorily and
upon his satisfying the selection committee of his
intention of commencing the course for a diploma
of agriculture at an agricultural college in New
Zealand at the commencement of the academic year
beginning at the expiration of two years from the
date of the provisional award. The term of such
scholarship shall be two years and there shall be
payable to the holder of such a scholarship an annual
sum of £30.
(5) The selection committee shall comprise the chairman for
the time being of the said Board, the principal for
the time being of the said school, and a member of
the said Board appointed by the said Board each
year for such purpose.
(6) Awards of scholarships shall be made not later than the
end of February in each year. One or more scholarships may be awarded in each year as funds will
admit.
(7) The selection committee shall not be obliged to award
a scholarship in any year and may withhold the
award of a scholarship on such grounds as it thinks
fit.
(8) Each holder of a scholarship shall, throughout his tenure
of the same, comply with the conditions of the
course laid down by a university for the degree of
bachelor of agricultural science or by an agricultural
college for a diploma in agriculture, as the case may
be, and shall make satisfactory progress in his course.
The Board may from time to time review the progress being made by a scholarship holder and may,
at its discretion, reduce the amounts payable thereunder or terminate the same.

II. The reasonable expenses of or incidental to preparing
and advertising this scheme shall be paid out of and shall be a

charge upon the trust fund held by the said Board to provide
the said scholarships.

A copy of the said scheme has been filed in and may be
inspected at the registry of the said Court.

It is proposed that the application for approval be heard
by the Supreme Court at Christchurch on Wednesday the
18th day of March 1959.

Any person desiring to oppose the said scheme is required
to give written notice of his intention to do so to the Registrar
of the Supreme Court, at Christchurch, and to the Ashburton
High School Board and to the Attorney-General not less than
seven clear days before the date proposed for the hearing of
the application.

The New Zealand Gazette is published on Thursday
evening of each week, and notices for insertion must be
received by the Government Printer before 12 o’clock of the
day preceding publication.

Subscriptions—The subscription is at the rate of £5 5s. per
calendar year, including postage, payable in advance.
Single copies of the Gazette as follows:

For the first 16 pages, 6d., increasing by 6d. for every
subsequent 8 pages or part thereof.

Advertisements are charged at the rate of 9d. per line for
the first insertion, and 6d. per line for the second and any
subsequent insertions.

All advertisements should be written on one side of the
paper, and signatures, etc., should be written in a legible hand.
The number of insertions required must be written across
the face of the advertisement.

STATUTORY REGULATIONS

Under the Regulations Act 1936, statutory regulations of
general legislative force are no longer published in the New
Zealand Gazette, but are supplied under any one or more of
the following arrangements:

(1) All regulations serially as issued (punched for filing),
subscription £2 per calendar year in advance.
(2) Annual volume (including index) bound in buckram,
35s. per volume. (Volumes for years 1936–37 and
1939–42 are out of print.)
(3) Separate regulations as issued.

The price of each regulation is printed thereon, facilitating
the purchase of extra copies.

Orders should be placed with the Government Printer,
Publications Branch, Wellington C.1. Separate copies of
regulations may also be purchased from the Printing and
Stationery Department, 130 Oxford Terrace, Christchurch, or
from the Chief Post Offices at Auckland and Dunedin.
