THE following Royal Warrant authorising the use of a new Seal by the Government of New Zealand is published for general information.
Dated at Wellington this 28th day of July 1959.

To Our Governor-General and Commander-in-Chief in and over New Zealand or, in his absence, to Our Lieutenant-Governor or other Officer for the time being Administering the Government of New Zealand:
Whereas a Seal has been prepared by Our Order for the use of the Government of New Zealand, being the Seal an impression whereof is appended hereto:
Now Our Will and Pleasure is and We do hereby authorise and direct that the said Seal be used in Sealing all Public Instruments which shall be made and passed in Our Name and for Our Service in New Zealand:
And We further Require and Command that you do cause the old Seal of New Zealand to be defaced by you in the Executive Council in the manner in which other Seals have heretofore been defaced by Us in Our Privy Council:
And for so doing this shall be your Warrant.
Given at Our Court at Saint James’s this 29th day of June nineteen hundred and fifty-nine in the Eighth Year of Our Reign.

Commission to Inquire into Public Service Salary and Wage Scales Appropriate to Western Samoa

To all to whom these presents shall come, and to Adrian George Rodda, Esquire, of Wellington, New Zealand; Cecil Arthur Brew, Esquire, of Apia, Western Samoa; Asiata, Tuila‘epa Lagolago, Esquire, of Apia, Western Samoa; Papali‘i Poumau, Esquire, of Tuasivi, Western Samoa; and Egbert Bethridge Topp, Esquire, of Wellington, New Zealand,
GREETING:
WHEREAS it has been deemed expedient that a Commission should issue to inquire into, to report upon, and to make recommendations to the Government of Western Samoa as to a set of Public Service Salary and Wage Scales appropriate to Western Samoa and other related matters:
Now, therefore, pursuant to the Commissions of Inquiry Act 1908 and the Samoa Commissions of Inquiry Order 1927, I, Charles John, Viscount Cobham, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you the said Adrian George Rodda, Cecil Arthur Brew, Asiata Tuila‘epa Lagolago, Papali‘i Poumau, and Egbert Bethridge Topp to be a Commission to inquire into and report upon, and to make recommendations as to:
(a) A set of Public Service Salary and Wage Scales appropriate to the cost of living and the economic and social conditions of Western Samoa;
(b) The minimum salary or wages to be paid to adult males and females respectively employed in the Western Samoa Public Service;
(c) Any other matter arising out of or affecting the premises which may come to your notice in the course of your inquiries and which you may consider should be investigated in connection therewith.
And I appoint you, the said Adrian George Rodda, to be the Chairman of the said Commission:
And you are hereby authorised to conduct any inquiry under these presents, in accordance with the Commissions of Inquiry Act 1908 and the Samoa Commissions of Inquiry Order 1927, at such times and places as you deem expedient, with power to adjourn from time to time and from place to place as you think fit; and this Commission shall continue in full force whether or not the inquiry is regularly continued by adjournments as aforesaid:
And, using all due diligence, you are required to report to me, not later than the 30th day of September 1959, your findings and opinions on the questions and matters aforesaid, together with such recommendations as you think fit to make in respect thereof:
And I declare that these presents are concurrent with and intended to be to the same effect as a Warrant appointing you to be a Commission to inquire into the matters aforesaid issued or to be issued by the High Commissioner of Western Samoa under the Commissions of Inquiry Ordinance 1921:
And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, except to me in pursuance of these presents or by my direction and to the High Commissioner of Western Samoa in pursuance of his said concurrent Warrant, the contents or purport of any report so made or to be made by you.
