Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
Pursuant to the Agricultural and Pastoral Societies Act 1908, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby incorporates the members of the Tokoroa Agricultural and Pastoral Association, and such persons as shall hereafter be admitted members of the said Association agreeably to the rules of the said Association and the provisions of the said Act, into a body corporate under the style and title of “The Tokoroa Agricultural and Pastoral Association”.

Commission to Inquire Into the Casualty to the Motor Vessel “Joyita”

To all to whom these presents shall come, and to:
Charles Croft Marsack, Esquire, Chief Judge of the High Court of Western Samoa; Cyril Gilbert Reeves McKay, Esquire, of Onerahi, Whangarei, Retired Civil Servant; James Forbes, Esquire, of Auckland, Master Mariner:
Greeting.
WHEREAS the motor vessel Joyita left the Port of Apia in Western Samoa on 3 October 1955 for the Tokelau Islands, was reported overdue, and was not further heard of until she was discovered on 10 November 1955 waterlogged and drifting approximately 167 miles from the Island of Vanua Levu (Fiji Group) with no passenger or member of the crew on board:
And whereas it is desirable that inquiry should be made into the cause or causes of the said casualty:
Now, therefore, pursuant to the Commissions of Inquiry Act 1908 and the Samoa Commissions of Inquiry Order 1927, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you the said Charles Croft Marsack, Cyril Gilbert Reeves McKay, and James Forbes to be a Commission to inquire into and report upon—
(a) The cause of the casualty:
(b) Whether prior to the casualty or prior to her departure from Apia all necessary and reasonable steps were taken for the safety of the vessel:
(c) Whether all necessary and reasonable steps for the rescue of the crew and passengers were taken when the vessel was reported overdue:
and generally to inquire into and report upon such other matters coming to your notice in the course of your inquiries as you consider should be investigated in connection therewith, and to report upon any matters affecting the premises which you consider should be brought to the attention of the Government:
And I appoint you, the said Charles Croft Marsack, to be the Chairman of the said Commission:
And you are hereby authorized to conduct any inquiry under these presents, in accordance with the Commissions of Inquiry Act 1908 and the Samoa Commissions of Inquiry Order 1927, at such times and places as you deem expedient, with power to adjourn from time to time and from place to place as you think fit; and this Commission shall continue in full force whether or not the inquiry is regularly continued by adjournments as aforesaid:
And using all due diligence you are required to report to me not later than the 31st day of March 1956 your findings and opinions on the questions and matters aforesaid, together with such recommendations as you think fit to make in respect thereof:
And I declare that these presents are concurrent with and intended to be to the same effect as a warrant appointing you to be a Commission to inquire into the matters aforesaid issued or to be issued by the High Commissioner of Western Samoa under the Commissions of Inquiry Ordinance 1921:
And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, except to me in pursuance of these presents or by my direction, and to the High Commissioner of Western Samoa in pursuance of his said concurrent warrant, the contents or purport of any report so made or to be made by you.
Given in Executive Council under the hand of His Excellency the Governor-General this 21st day of December 1955.

Officer Authorized to Take Statutory Declarations

Pursuant to section 301 of the Justices of the Peace Act 1927, His Excellency the Governor-General hereby authorizes
Thomas Caldwell Brooks, being District Administrative Officer, Department of Education, Newmarket, Auckland, to take and receive statutory declarations under that section.
As witness the hand of His Excellency the Governor-General this 13th day of December 1955.
