Omit this regulation, and substitute the following :

Books for exchange forwarded between subscribers and recognized circulating libraries will be carried at one-half parcels rates, with a minimum charge of 10d. per package under the following conditions :
(a) The sender’s name must be shown on each parcel.
(b) A declaration must be given on the consignment note that the package contains books, or other articles specially authorized by the General Manager.
(c) A clear indication of the contents must be given on each package.

The provisions of paragraph 1 of this regulation will be applicable in other cases authorized by the General Manager.

The terminal charge specified in paragraph 2 of Regulation 55 will not apply to parcels forwarded under this regulation. Consignees must take delivery at destination station.
