ORDER IN COUNCIL
At the Government House at Wellington, this 23rd day of
June 1954
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS by Order in Council made on the 27th day of
July 1949, and subject to the determinations as to
borrowing and repayment therein set out, consent was given
to the raising in New Zealand by the Timaru City Council
(hereinafter called the said local authority) of a loan of
twenty-eight thousand five hundred pounds, to be known as
Plant (Works and Water) Loan 1948 (hereinafter called the
said loan):
And whereas by Order in Council made on the 15th day
of July 1953 the determinations aforesaid were varied by
extending the period within which the balance of the said loan
might be raised to five years from the date of the Order in
Council made on the 27th day of July 1949:
And whereas portion of the said loan amounting to one
thousand six hundred pounds (hereinafter called the said
sum) has not yet been raised and it is expedient to again
vary certain of the determinations aforesaid in respect of the
said sum:
Now, therefore, pursuant to section 11 of the Local
Government Loans Board Act 1926, as set out in section 29
of the Finance Act 1932 (No. 2), His Excellency the Governor-
General, acting by and with the advice and consent of the
Executive Council, hereby varies certain of the determinations
aforesaid in respect of the said sum by prescribing that no
moneys shall be borrowed under the consent given by the
Order in Council made on the 27th day of July 1949 after the
expiration of six years from the date hereof.

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS the Murchison County Council lately proceeded
by way of special order to raise a loan of two thousand
five hundred pounds to be known as Worker's Dwelling Loan
1954 (hereinafter called the said loan):
And whereas the proceedings in connection with the said
loan were irregular or defective in that, although two noti-
fications in respect of the raising of the said loan, as required
by paragraph (c) of section 99 of the Counties Act 1920,
were given during the period of twenty-eight days immediately
preceding the date of the subsequent meeting confirming the
resolution to raise the said loan, there was an interval of
less than fourteen days between the two notifications:
And whereas it appears that the ratepayers of the dis-
trict have not been misled by such irregularity or defect as
aforesaid and it is expedient to validate the same:
Now, therefore, pursuant to section 122 of the Local
Bodies' Loans Act 1926, His Excellency the Governor-General,
acting by and with the advice and consent of the Executive
Council, hereby orders and declares that the proceedings in
connection with the said loan shall be valid to all intents and
purposes as though the said public notifications had been
correctly given, and that the validity of the proceedings in
connection with the said loan, or of the security for the said
loan, shall not be called in question by reason only of the
irregularity or defect aforesaid.

Appointments, Promotions, Transfers, Resignations, and
Retirements of Officers of the New Zealand Army
PURSUANT to section 16 of the New Zealand Army Act
1950, His Excellency the Governor-General has been
pleased to approve of the following appointments, promotions,
transfers, resignations, and retirements of officers of the
New Zealand Army:
1ST INFANTRY BRIGADE
Lieutenant N. J. Talbot, The Auckland Regiment
(Countess of Ranfurly's Own), relinquishes the appointment
of I.O., Headquarters, 1st Infantry Brigade, and ceases to be
seconded. Dated 31 May 1954.
2nd Lieutenant R. E. Harvison, The Auckland Regiment
(Countess of Ranfurly's Own), is appointed I.O., Head-
quarters, 1st Infantry Brigade, and is seconded. Dated 1
June 1954.
THE ROYAL N.Z. ARTILLERY
Regular Force
Captain C. B. Connery is re-engaged for a period of two
years as from 19 June 1954.
Lieutenant L. S. Taylor is posted to the Retired List.
Dated 12 June 1954.
Territorial Force
2nd Field Regiment, R.N.Z.A.
Captain R. S. Wait resigns his commission on appoint-
ment to the N.Z. Regular Force in the ranks. Dated 28
September 1953.
5th Light Regiment, R.N.Z.A.
Captain L. Turnbull, from the Reserve of Officers, Gen-
eral List, The Royal N.Z. Artillery, to be Captain, with
seniority from 23 March 1954. Dated 1 June 1954.
2nd Lieutenant E. C. Homewood is transferred to the
Reserve of Officers, General List, The Royal N.Z. Artillery,
with the rank of 2nd Lieutenant. Dated 6 April 1954.
6th Light Anti-Aircraft Regiment, R.N.Z.A.
Lieutenant F. A. Parsons is transferred to the Reserve
of Officers, General List, The Royal N.Z. Artillery, with
the rank of Lieutenant. Dated 13 April 1954.
10th Coast Regiment, R.N.Z.A.
Lieutenant F. M. Thornton to be temp. Captain. Dated
27 May 1954.

Douglas Gordon Cowie, late Lieutenant, British Army,
to be Lieutenant, with seniority from 1 May 1952. Dated

2nd Armoured Regiment, R.N.Z.A.C.
Major M. W. Cross, M.M., is transferred to the Reserve
of Officers, General List, The Royal N.Z. Armoured Corps,
with the rank of Major. Dated 31 March 1954.
3rd Armoured Regiment, R.N.Z.A.C.
Captain W. J. Pryor, M.B., Ch.B., from the 1st Casualty
Clearing Station, R.N.Z.A.M.C., to be Captain, with seniority
from 1 September 1950, and is appointed R.M.O. during the
absence of Lieutenant H. A. McCrostie, M.B., Ch.B., over-
seas. Dated 28 May 1954.
1st Armoured Car Regiment (New Zealand Scottish),

2nd Lieutenant E. S. Middlemass is attached to the
Gore High School Cadets in addition to his appointment with
the 1st Armoured Car Regiment (New Zealand Scottish),
