Small Lots.—Cattle, calves, sheep, pigs, or goats carried loose in small lots may be charged at the wagon-load rate, or if cheaper (provided the consignee does not require the exclusive use of a wagon) at the following rates, with a minimum charge per wagon (on other than cattle) of half the Class M rate:
