(4) That Basil Edwin Beaven, of Otorohanga, shall be the Returning Officer to conduct the first election of Mayor and Councillors of the said borough.
(5) That the said Basil Edwin Beaven shall be the Town Clerk and the person to prepare the district electors' roll for the purposes of the said first election.
(6) That the first election of Mayor and Councillors of the said borough shall be held on Saturday, the 31st day of October 1953.
(7) That the first meeting of the Council of the said borough shall be held on Tuesday, the 17th day of November 1953, at 8 p.m., in the Council Chambers at Otorohanga.
(8) That the constitution of the said borough shall be deemed to have been effected under the Municipal Corporations Act 1933.

Borough OF OTOROHANGA
ALL that area of approximately 560 acres in Block IV, Orahiri Survey District, bounded by a line commencing at a point on the right bank of the Waipa River at its junction with the south-eastern boundary of Otorohanga F No. 3C Block, and running easterly generally along the south-eastern and eastern boundaries of the said block, to and along the south-eastern side of the private road intersecting Otorohanga E No. 4B Block and shown on Maori Land Plan numbered 7821, lodged in the office of the Chief Surveyor at Auckland, to the western side of a public road; thence along the western side of that road to the southern boundary of Otorohanga F No. 2A 2 Block, and along a right line across the said road, to and along the southern and eastern boundaries of another part of the said F No. 2A 2 Block and the eastern boundary of Otorohanga F No. 2B 2 Block, to and along the southern boundary of Otorohanga N No. 2B 2 Block, to and along the western and southern boundary of Otorohanga C No. 2B 2A Block to the western side of the North Island Main Trunk Railway; thence south-westerly along the western side of the said railway to a point in line with the southern boundary of Lot I as shown on plan numbered 29570, deposited in the office of the District Land Registrar at Auckland, being parts of Otorohanga B No. 2 Nos. 3A and 3B Blocks; thence again easterly generally along a right line across the said railway, to and along the said southern boundary and along another right line, to and along the southern boundary of Lot 4 shown on the said plan 29570, being parts of the said Nos. 3A and 3B Blocks, to and along the northern side of the No. 8 (Auckland-Wellington) State Highway to a point in line with the western boundary of Lot 1 shown on the plan numbered 31964 deposited as aforesaid, being part of Otorohanga No. 1F 4B Block; thence southerly generally along a right line across the said highway, to and along the said western boundary and along another right line, being that boundary produced, across the Rangatea Road to its south-western side; thence westerly generally along that south-western side, to and along the western boundary of the Gravel Reserve shown on the plan numbered 20077, lodged as aforesaid, to and down the right bank of the Waipa River to the Railway Reserve near the railway bridge; thence north-easterly along the south-eastern side of the said railway reserve to the south-western side of Kanawa Street; thence north-westerly along the south-western side of that street to the north-western side of the aforesaid railway reserve; thence south-westerly along the north-western side of the said railway reserve to the right bank of the Waipa River aforesaid; again westerly and northerly along the right bank of that river, to and across the old river course, along the right bank of the new course which forms the southern boundary of the Orahiri Y No. 3 Block, to and across the old course, and again along the right bank of the river to the point of commencement.

WHEREAS by section 167 of the Land Act 1948 it is enacted that the Governor-General may from time to time set apart as a reserve, notwithstanding that the same may be then held under pastoral lease or pastoral occupation licence, any Crown land for any purpose which in his opinion is desirable in the public interest, and notice thereof shall be published in the New Zealand Gazette:
Now, therefore, pursuant to section 167 of the said Act, I, Lieutenant-General Sir Charles Willoughby Moke Norrie, the Governor-General of New Zealand, hereby reserve, subject to the reservations and conditions imposed by section 59 of the Land Act 1948, Lands in the North Auckland Land District described in the Schedule hereunder written, for the purposes specified at the end of the respective descriptions of the lands so intended to be reserved.
