Marlborough County Council Required Under the Town-
planning Act 1926, to Prepare and Submit to the
Town-planning Board an Extra-urban Planning Scheme
for the Districts Surrounding the Borough of Blenheim

At the Government House at Wellington, this 17th day of
March 1953
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS the Marlborough County Council is the
responsible authority within the meaning of the Town-
planning Act 1926, of a certain rural area as defined in the
said Act—namely, the Marlborough County:
And whereas His Excellency the Governor-General is of
opinion that the preparation and submission of an extra-urban
planning scheme for a certain defined portion of the said
rural area—namely, the area described in the Schedule hereto
—is necessary in the public interest and for the proper
consideration of the town-planning scheme which the Blenheim
Borough Council is required to prepare under the said Act:
Now, therefore, in pursuance and exercise of the powers
conferred upon him by section 25 of the Town-planning Act
1926, His Excellency the Governor-General, acting by and
with the advice and consent of the Executive Council, doth
hereby require the Marlborough County Council to prepare
and submit to the Town-planning Board before the 30th day
of April 1954, an extra-urban planning scheme in respect of
the area described in the Schedule hereto.

SCHEDULE
ALL that area in Marlborough Land District containing by
admeasurement 7,050 acres, more or less, bounded by a line
commencing at the junction of the centre-lines of Ben Morven
Road (Southern end) and an unnamed road in Block III,
Taylor Pass Survey District; thence northerly by the centre-
lines of Ben Morven Road and St. Leonards Road to the
north side of the Old Renwick Road; thence easterly by that
side to the eastern boundary of Lot 2, D.P. 504; thence
northerly by the said boundary and its continuation to the
south bank of the old course of the Opawa River; thence
easterly generally by that bank to the southern boundary of
Lot 6 of Section 64 Omaka Registration District; thence
easterly by that boundary to and across Hammerichs Road
and by the southern boundary of Lot 4 of Section 65, Omaka
Registration District, to the south-eastern corner of the said
Lot 4; thence continuing easterly by a right line across
Blicks Road to the south-western corner of part Section 66,
Omaka Registration District, and by the south boundary of
the said part Section to Murphys Road; thence across Murphys
Road and by the south boundary of Lot 2, D.P. 1632, to the
south-eastern corner of the said Lot 2; thence easterly
generally by a right line to the intersection of the eastern
boundary of Lot 2, D.P. 1180, with the extension of the
centre-line of an unnamed road forming the south-eastern
boundary of Lots 2 and 3, D.P. 271; thence north-easterly
generally by that centre line to the centre line of Vickerman
Street; thence south-easterly generally by the centre-lines of
Vickerman Street and Swamp Road to a point opposite the
western boundary of Lot 1, D.P. 462; thence southerly across
Swamp Road and by the western boundaries of Lots 1 and
2, D.P. 462, to the north bank of the Opawa River; thence
westerly generally along that bank to its intersection with the
continuation of the centre-line of a road forming the western
boundary of Lot 27 of Section 37, Opawa Registration
District; thence southerly across the Opawa River and by
that centre-line to the centre-line of a road forming the
northern boundary of Lot 24 of Section 37, Opawa Regis-
tration District; thence westerly by that said centre line
and southerly by the centre-line of a road forming the
western boundary of the said Lot 24 to the centre-line of
Alabama Road; thence westerly by that centre-line to a
point opposite the western boundary of Section 36, Opawa
Registration District; thence southerly to that boundary and
southerly by that boundary for a distance of 10 chains;
thence westerly by a right line parallel to Alabama Road to
the Western boundary of Section 42, Opawa Registration
District; thence southerly by that boundary to the southern-
most corner of the said Section; thence westerly by a right
line, across Redwood Street to the south-eastern corner of
Section 1 of 8 (Wither Settlement); thence continuing
westerly by the north boundary of Section 2 of 8 (Wither
Settlement) and its continuation across Taylor Pass Road
and the Taylor River to the west bank; thence southerly by
that bank to the centre-line of an unnamed road on the north
boundary of Lot 1, D.P. 1887: thence westerly by that
centre-line to the point of commencement; excluding therefrom
the Borough of Blenheim.

Altering Boundaries of Boroughs of Port Chalmers and West
Harbour and County of Waikouaiti

At the Government Buildings at Wellington, this 24th day

Present:
THE HON. K. J. HOLYOAKE PRESIDING IN COUNCIL
WHEREAS, pursuant to section 14 of the Local Government
Commission Act 1946, the Local Government Commission
has made inquiry into proposals for the alteration of the
boundaries of the Boroughs of Port Chalmers and West
Harbour and the County of Waikouaiti, and has approved as
final two schemes bearing date the 12th day of June 1952,
providing for the exclusion of the areas described in the
First and Second Schedules to final scheme No. 1 from the
County of Waikouaiti and for the inclusion of those areas in
the Borough of Port Chalmers, and providing also for the
exclusion of the area described in the Schedule to final scheme
No. 2 from the Borough of West Harbour and for the inclusion
of that area in the Borough of Port Chalmers:
And whereas it is deemed expedient to give effect to the
final schemes as hereinafter appearing:
Now, therefore, pursuant to the Local Government
Commission Act 1946, His Excellency the Governor-General,
acting by and with the advice and consent of the Executive
Council, hereby declares:-

  1. That as on and from the 1st day of April 1953 the
    areas described in the First Schedule hereto shall be excluded
    from the County of Waikouaiti and included in the Borough
    of Port Chalmers.
  2. That upon the inclusion in the Borough of Port
    Chalmers of the areas described in the First Schedule hereto,
    the area described in the Second Schedule hereto shall, as on
    and from the date aforesaid, be excluded from the County of
    Waikouaiti and included in the Borough of Port Chalmers.
  3. That upon the inclusion in the Borough of Port
    Chalmers of the areas described in the First Schedule hereto,
    the area described in the Third Schedule hereto shall, as on
    and from the date aforesaid, be excluded from the Borough
    of West Harbour and included in the Borough of Port
    Chalmers.
  4. That the alteration of the boundaries of the said
    Boroughs and the said county hereinbefore made shall be
    deemed to have been effected under the Municipal Corporations
    Act 1933.

FIRST SCHEDULE
AREAS EXCLUDED FROM THE COUNTY OF WAIKOUAITI AND
INCLUDED IN THE BOROUGH OF PORT CHALMERS
ALL that area in the Otago Land District, Waikouaiti County,
North-east Valley Riding, containing 2 acres and 10 perches,
more or less, being that portion of the Dunedin-Port Chalmers
Main Highway No. 225, from a line, being the production of
the north-eastern boundary of Section 21, Sawyers Bay Survey
District, to a line, being the production of the north-eastern
side of Station Road, Sawyers Bay Survey District.
Also all that area in the Otago Land District, Waikouaiti
County, North-east Valley Riding, containing 1 acre 2 roods
20 perches, more or less, being Station Road and its production
over railway land from the Dunedin-Port Chalmers Main
Highway No. 225 to the south-eastern boundary of the Railway
Reserve.

SECOND SCHEDULE
AREA EXCLUDED FROM THE COUNTY OF WAIKOUAITI AND
INCLUDED IN THE BOROUGH OF PORT CHALMERS
ALL that area in the Otago Land District, Waikouaiti County,
North-east Valley Riding, containing 3 roods and 17 perches,
more or less, being that portion of the Dunedin-Port Chalmers
Main Highway No. 225 on the eastern side of its centre-line
from Upper Junction Road to the production of the north-
eastern boundary of Section 21, Sawyers Bay Survey District.

THIRD SCHEDULE
AREA EXCLUDED FROM THE BOROUGH OF WEST HARBOUR AND
INCLUEED IN THE BOROUGH OF PORT CHALMERS
ALL that area in the Otago Land District, Borough of West
Harbour, containing 201 acres, more or less, bounded by a line
commencing at the northern corner of Section 1 of 16, Sawyers
Bay Survey District; thence south-easterly along the south-
western side of Station Road and its production to the south-
eastern boundary of the area vested in the Otago Harbour
Board by the Otago Harbour Board Lands Vesting Bill 1910;
thence along that boundary on a bearing of 206° 40' 1760 links;
thence on a bearing of 150° 40' 2000 links; thence on a bearing
of 216° 15' 2340 links; thence on a bearing of 288° 550
links, to the boundary of Section 23, Sawyers Bay Survey
District, at Kilgours Point; thence generally north-westerly
by the high-water mark of the Otago Harbour to and across
the Waitaki-Bluff Railway and again generally north-westerly
by the said high-water mark to a point in line with the
south-western boundary of Section 31, Sawyers Bay Survey
District; thence north-westerly to and along that boundary
to the centre of the Dunedin-Port Chalmers Main Highway
No. 225; thence generally north-easterly by the centre of that
highway to Upper Junction Road; thence north-easterly to
the south-eastern side of the aforesaid highway; thence
generally north-easterly along that side of the highway to the
point of commencement.
