Cancelling the Appointment of an Acting Member of the Main Highways Board

WHEREAS by a Warrant dated the 1st day of July 1952, and published in New Zealand Gazette No. 45 of the 3rd day of July 1952, James Leslie Burnett, Esquire, of Waimana, was appointed an acting member of the Main Highways Board in terms of subsection (5) of section 5 of the Main Highways Act 1922 :
And whereas the said James Leslie Burnett was appointed to be an acting member of the Main Highways Board to act during the absence from New Zealand of William George Belton, Waverley, Farmer, who was appointed in terms of subsection (3), clause (c), of section 5 of the Main Highways Act 1922, to be a member of the said Board by Warrant dated the 2nd day of August 1948, and gazetted on the 5th day of the same month, at page 981 :
And whereas the said William George Belton has returned to New Zealand :
Now, therefore, I, Sir Humphrey Francis O’Leary, the Administrator of the Government of New Zealand, pursuant to the Main Highways Act 1922, hereby cancel the appointment of the said James Leslie Burnett as an acting member of the Main Highways Board.
As witness the hand of His Excellency the Administrator of the Government, this 17th day of November 1952.

WHEREAS by a Warrant dated the 8th day of April 1952, and published in New Zealand Gazette No. 29 of the 17th day of April 1952, Henry Charles Bayley Withell, Esquire, of Ashburton, was appointed an acting member of the Main Highways Board in terms of subsection (5) of section 5 of the Main Highways Act 1922 :
And whereas the said Henry Charles Bayley Withell was appointed to be an acting member of the Main Highways Board to act during the absence from New Zealand of David Hazeel Cockburn, Esquire, Rural Delivery, Queenstown, Farmer, who was appointed in terms of subsection (3), clause (c), of section 5 of the Main Highways Act 1922, to be a member of the said Board by Warrant dated the 9th day of October 1945, and gazetted on the 18th day of the same month, at page 1295 :
And whereas the said David Hazeel Cockburn has returned to New Zealand :
Now, therefore, I, Sir Humphrey Francis O’Leary, the Administrator of the Government of New Zealand, pursuant to the Main Highways Act 1922, hereby cancel the appointment of the said Henry Charles Bayley Withell as an acting member of the Main Highways Board.
As witness the hand of His Excellency the Administrator of the Government, this 17th day of November 1952.

Warrant Appointing a Member of the Air Services Licensing Authority Under the Air Services Licensing Act 1951

PURSUANT to section 3 of the Air Services Licensing Act 1951, I, Sir Humphrey Francis O’Leary, the Administrator of the Government of New Zealand, do hereby appoint
William Henry Nankervis, F.P.A. (N.Z.), of Wellington, Public Accountant,
in place of
Alton James Nimmo, M.C., of Wellington, Company Director, resigned,
to be a member of the Air Services Licensing Authority for a period expiring on the 2nd day of February 1955, and to exercise the powers and carry out the duties conferred and imposed upon the Air Services Licensing Authority by the said Act.
The Warrant appointing the Air Services Licensing Authority* is hereby amended accordingly.
As witness the hand of His Excellency the Administrator, this 21st day of November 1952.

The New Zealand Naval Amending Regulations 1952

ORDER IN COUNCIL
At the Government House at Wellington, this 19th day of November 1952
Present:
HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL
PURSUANT to the Naval Defence Act 1913, His Excellency the Administrator of the Government, acting by and with the advice and consent of the Executive Council, hereby makes the following regulations.

REGULATIONS

These regulations may be cited as the New Zealand Naval Amending Regulations 1952, and shall be read together with and deemed part of the New Zealand Naval Regulations 1929* (hereinafter referred to as the principal regulations).

Article 52 of the principal regulations is hereby amended by inserting in paragraph 1, after the words “ age of forty is reached ”, the words “ whichever period is the later to expire ”.

Article 60 of the principal regulations is hereby amended by inserting, after paragraph 2, the following paragraphs :—
“ 2A. The entry or re-entry or re-engagement of superannuitants, and of long service personnel who will have completed more than twenty years’ service in the Royal New Zealand Navy on the termination of their engagement, will be dependent upon their undertaking to enrol in the Royal New Zealand Naval Reserve until the age of fifty-five years.
“ 2B. For the entry and re-entry and re-engagement of the superannuitants and long service personnel referred to in paragraph 2A of this article, the form of engagement set out in Appendix VI to these regulations shall be amended by omitting the paragraph commencing with the words ‘ This engagement entails service in the Royal New Zealand Naval Reserve ’, and substituting the following paragraph :—
“ ‘ This engagement entails service in the Royal New Zealand Naval Reserve after leaving the active service until the age of fifty-five years, during which time men will only be required to serve in time of war.’ ”
- The form of engagement set out in Appendix VI to the principal regulations is hereby amended by inserting in the paragraph relating to service in the Royal New Zealand Naval Reserve, after the words “ forty years ”, the words “ whichever period is the later to expire ”.

Lieutenant-Commander Frederick Kendall Gibson, M.B.E., R.N.Z.N.V.R., granted a short-service commission in the Royal New Zealand Navy in the rank of Lieutenant-Commander, to date 25 June 1952, with seniority of 30 May 1949, and re-appointed H.M.N.Z.S. “ Philomel ”, additional, for H.M.N.Z.S. “ Tasman ” in command, to date 25 June 1952.
Lieutenant R. A. Hoskyn, R.N., lent Royal New Zealand Navy for two and a half years vice Herring, to date 17 October 1952, and appointed H.M.N.Z.S. “ Bellona ”, additional, for passage, to date 17 October 1952.
Lieutenant Michael Borer, R.N., lent to Royal New Zealand Navy for two and a half years and appointed H.M.N.Z.S. “ Bellona ”, additional, to date 23 October 1952.
Sub-Lieutenant Robert Edward Lawry, promoted to rank of Lieutenant and re-appointed, to date 16 August 1952.
Acting Sub-Lieutenant Leslie Graeme Armstrong, confirmed in rank, to date 17 May 1952, with original seniority of 1 September 1950.
Lieutenant-Commander (E) Leonard Henry Andrewes, R.N., lent Royal New Zealand Navy for two and a half years and appointed H.M.N.Z.S. “ Philomel ”, additional, for passage (date to be reported) and H.M.N.Z.S. “ Philomel ”, additional, for Reserve Fleet and duty on Staff of Naval-Officer-in-Charge, Auckland, vice Lieutenant-Commander (E) F. Baldwin, D.S.C. (dated to be reported).
Surgeon Lieutenant Lawrence Gowan Young, appointed H.M.N.Z.S. “ Bellona ”, to date 5 July 1952 (granted the Acting rank of Surgeon Lieutenant-Commander while holding this appointment).
Surgeon Lieutenant (D) Donald Millar, L.D.S., granted a two-year’s adjustment of seniority to 8 July 1945.
Lieutenant (S) Arthur Charles Lambert, R.N.Z.N.V.R., granted a short-service commission in the Royal New Zealand Navy in the rank of Lieutenant (S), to date 30 September 1952, with seniority of 15 September 1946, and appointed H.M.N.Z.S. “ Philomel ”, additional, for H.M.N.Z.S. “ Tasman ”, as Officer-in-Charge and for supply duties in H.M.N.Z.S. “ Pegasus ”, to date 1 October 1952.
