  1. For the purposes of the enforcement of an award or industrial agreement any provision of which has been suspended by this Order in Council, any officer of the industrial union or association concerned who is authorized in writing in that behalf by the union or association shall be entitled to interview at his place of employment any person employed in or about the exhibition under that award or industrial agreement at such time or times as may be agreed upon by and between that officer and the employer of that person, and for this purpose any such officer shall be entitled at any time to have access to the Register of Passes issued by the Wellington Manufacturers’ Association.

  2. Nothing in this Order in Council shall be deemed to affect any provisions in an award or industrial agreement requiring workers subject to the award or industrial agreement to be members of a union.

PURSUANT to the authority conferred upon me by the three-hundred-and-first section of the Justices of the Peace Act, 1927, I, Lieutenant-General Sir Bernard Cyril Freyberg, the Governor-General of the Dominion of New Zealand, do hereby notify and declare that the persons whose names are set out in the Schedule hereto, being officers in the service of the Crown holding the offices stated opposite their names respectively in the said Schedule, are authorized to take and receive statutory declarations under the three-hundred-and-first section of the Justices of the Peace Act, 1927.

HIS Excellency the Governor-General has been pleased to approve of the following appointments, promotions, transfers, resignations, and retirements of officers of the New Zealand Military Forces :-

THE ROYAL N.Z. ARTILLERY

Regular Force—

Captain J. Burns, M.B.E., to be temp. Major and is appointed Staff Officer, Artillery, Headquarters, Central Military District, Wellington. Dated 16th June, 1950.

Territorial Force—

Temp. Captain B. F. Betts, from the Reserve of Officers, Supplementary List, to be Captain, with seniority from 8th November, 1945, and is posted to the 15th Composite Anti-Aircraft Regiment, R.N.Z.A. Dated 1st December, 1948.

Temp. Captain R. C. Tuck, from the Otago and Southland Regiment, to be Captain, with seniority from 16th October, 1947, is posted to the 3rd Field Regiment R.N.Z.A., and remains seconded to the Southland Boys’ High School Cadets. Dated 28th October, 1949.

Temp. Captain C. S. O. Hughes, 1st Field Regiment, R.N.Z.A., is transferred to the Reserve of Officers, Regimental List, 1st Armoured Regiment (Waikato), R.N.Z.A.C., with the rank of Captain, with seniority from 8th March, 1945. Dated 1st May, 1950.

The notice published in the New Zealand Gazette No. 39, dated 15th June, 1950, relative to temp. Lieutenant L. A. Boswell, is hereby cancelled and the following substituted :-

“Temp. Lieutenant L. A. Boswell, from the Wellington West Coast and Taranaki Regiment, to be Lieutenant, with seniority from 21st May, 1947, is posted to the 4th Medium Regiment, R.N.Z.A., and seconded for duty to the Pio Pio District High School Cadets. Dated 15th May, 1950.”

Lieutenant H. J. Stace, 3rd Armoured Regiment, R.N.Z.A.C., to be Captain. Dated 1st April, 1950.

Dion John Stellin, M.C. (late temp. Major, Parachute Regiment, British Army), to be Lieutenant, with seniority from 7th December, 1943, and is posted to the 1st Armoured Car Regiment (New Zealand Scottish), R.N.Z.A.C. Dated 1st December, 1948.

THE ROYAL N.Z. CORPS OF SIGNALS

Territorial Force—

Captain D. M. McFarlane, from the Retired List, to be Captain, with seniority from 12th March, 1944, and is posted to the 1st Squadron (Composite), R.N.Z. Sigs. Dated 1st December, 1948.

Temp. Captain R. H. M. Pope, 1st Squadron (Composite), R.N.Z. Sigs., to be Captain, with seniority from 8th December, 1947. Dated 1st December, 1948.

Temp. Captain S. A. Hanson, 1st Squadron (Composite), R.N.Z. Sigs., is transferred to the Reserve of Officers, Regimental List, 1st Divisional Signals Regiment, R.N.Z. Sigs., with the rank of Captain, with seniority from 27th August, 1947. Dated 16th May, 1950.

Temp. Lieutenant K. O. Stewart, from the Reserve of Officers, Supplementary List, to be Lieutenant, with seniority from 5th July, 1946, and is posted to the 1st Squadron (Composite), R.N.Z. Sigs. Dated 1st December, 1948.

Temp. Lieutenant P. D. Barrowclough, 1st Squadron (Composite), R.N.Z. Sigs., to be Lieutenant, with seniority from 7th March, 1948. Dated 1st December, 1948.

THE ROYAL N.Z. INFANTRY CORPS

Regular Force—

N.Z. Regiment—

Captain and Quartermaster C. E. Burgess is appointed 2 i/c Linton Camp and is granted the temporary rank of Major and Quartermaster whilst so employed. Dated 10th July, 1950.

With reference to the notices published in the New Zealand Gazette No. 43, dated 6th July, 1950, relative to the promotion of officers, for “Captain and Quartermaster A. J. Steel” substitute “Captain and Quartermaster A. J. Steele”.

Lieutenant H. W. R. Petersen to be Captain. Dated 24th June, 1950.

Lieutenant M. R. Kennedy to be Captain. Dated 26th June, 1950.

Lieutenant J. M. Morris to be Captain. Dated 27th June, 1950.

Territorial Force—

The Auckland Regiment (Countess of Ranfurly’s Own)—

Neville Lancelot John Palman (late Lieutenant, Auxiliary Force, India), to be Lieutenant, with seniority from 19th August, 1948, and is seconded to the Otahuhu College Cadets. Dated 1st January, 1950.

The appointment of 2nd Lieutenant (on prob.) E. E. Fraser, seconded to the St. Peter’s College Cadets, is confirmed.

The Wellington West Coast and Taranaki Regiment—

2nd Lieutenant (temp. Captain) E. D. Farrant, from the Otago and Southland Regiment, to be Captain, with seniority from 1st December, 1947, and is seconded to the Okato District High School Cadets. Dated 7th June, 1950.

Maxwell George Smart to be 2nd Lieutenant (on prob.) and is seconded to the Waitara District High School Cadets. Dated 1st June, 1950.

The Canterbury Regiment—

Hon. Lieutenant (Bandmaster) R. J. Simpson ceases to be seconded to the Timaru Boys’ High School Cadets and resigns his commission. Dated 5th July, 1950.

The Nelson, Marlborough, and West Coast Regiment—

Lieutenant (temp. Captain) J. Allport, E.D., ceases to be seconded to the Marlborough College Cadets and is transferred to the Reserve of Officers, General List, The Royal N.Z. Infantry Corps, with the rank of Captain, with seniority from 11th October, 1941. Dated 6th July, 1950.

The Otago and Southland Regiment—

The notice published in the New Zealand Gazette No. 39, dated 15th June, 1950, relative to temp. Major K. R. Hutcheson, is hereby cancelled and the following substituted :-

“Temp, Major K. R. Hutcheson to be Major, with seniority from 18th June, 1947, is posted to the 1st Battalion and remains seconded for duty with the Waitaki Boys’ High School Cadets. Dated 2nd May, 1950.”

Temp. Captain R. C. Tuck, seconded to the Southland Boys’ High School Cadets, is transferred to the Royal N.Z. Artillery. Dated 28th October, 1949.
