Government Service Tribunal.—Principal Order No. 15
In the matter of section 8 of the Government Service Tribunal Act, 1948 ; and in the matter of an application for a principal order dated 6th day of March, 1950, and duly lodged by the Public Service Commission.
THE Government Service Tribunal, having heard and considered the application of the applicant doth hereby order :—
TOOL ALLOWANCE
1. Nothing in this Order shall apply to any of the following employees :—
(a) Any person whose conditions of employment are for the time being governed by Principal Order No. 8 or any principal order to which any service organization other than the New Zealand Public Service Association (Inc.) is a party :
(b) Any person employed in terms of Public Service Regulation 150 or whose conditions of employment are fixed by reference to the Hospital Employment Regulations 1948 (Serial number 1948/62) and amendments thereto, or by reference to any Agricultural Workers Order or to any award or industrial agreement :
(c) Any person who is employed as a foreman or overseer :
(d) Any person who is a contractor.
2. For the purposes of this order “a six-monthly period” shall mean a period of six calendar months expiring on the last day of March or September in any year, and the word “employee” has the same meaning as in the Government Service Tribunal Act, 1948.
3. Any employee who is a tradesman, an apprentice, or a leading hand shall be paid a tool allowance at the rate hereinafter specified, provided—
(a) He has worked at his trade as an employee for more than half the normal working hours in a six-monthly period ; and
(b) He possesses sufficient privately owned tools of trade to carry out all phases of his work efficiently.
4. (a) The rates specified are :—

(b) An apprentice or leading hand shall be paid the allowance appropriate to the trade at which he is employed.
5. (a) This Order, except in respect of the allowance payable to a “Technician, Civil Aviation”, shall be deemed to have come into force on the 1st day of October, 1949.
(b) This Order, in respect only of the allowance payable to a “Technician, Civil Aviation”, shall be deemed to have come into force on the 1st day of April, 1949.
