SEAL
- (1) The seal of the Committee shall be kept in the custody
of the Chairman, or of such member or officer of the Committee as
it may appoint for the purpose.
(2) The seal of the Committee shall not be affixed to any
document except by the authority of a resolution of the Committee
and in the presence of two members of the Committee and the
Secretary, all of whom shall attest the sealing of the document.
OFFICERS
- (1) The Committee may from time to time appoint some
fit and proper person to be the Secretary of the Committee, and may
at any time remove any person so appointed.
(2) The Secretary of the Committee shall be deemed to be the
servant of the Committee, and may receive such salary or other
remuneration and allowances as the Committee shall determine.
(3) The position of Secretary may be held conjointly with any
other position either as a servant of the Committee or otherwise.
(4) The Secretary shall keep all the necessary records and books
of account, and shall have such powers and other duties as the
Committee shall determine, and he shall at all times conform to
the directions of the Committee.
(5) The Committee may from time to time appoint such other
officers and workmen as are necessary and expedient for the proper
carrying out of its business, and may pay them such salaries, wages,
or other remuneration and allowances as the Committee may
determine.
POWERS OF COMMITTEE WITH REGARD TO FIRE
- For the purpose of carrying out its obligations under the
Act to promote and carry out measures for the prevention, detection,
control, and suppression of fires in the district the Committee may,
without limitation to the generality of the powers conferred on it
by the Act as the Fire Authority for the district, from time to
time-
(a) Establish, maintain, equip, and staff observation posts and
look-outs:
(b) Enter into arrangements, whether temporary or for some
prescribed period and on such terms as to costs, expenses,
and otherwise as it shall think proper, with forest owners,
sawmillers, or other persons in respect of all or any of
the matters mentioned in subclause (a) hereof, or for
the supply or use of fire-fighting equipment and apparatus, vehicles, and labour:
(c) Enter into arrangements, whether temporary or for some
prescribed period and on such terms as to costs, expenses,
and otherwise as it shall think proper, with any
Department of State or with owners or proprietors of
aircraft for the establishment and maintenance of aerial
reconnaissance and patrol:
(d) Provide and maintain telephones, broadcasting apparatus,
signalling apparatus, and other means of communication:
(e) Provide and maintain first-aid posts and equipment:
(f) Generally take all such other measures as the Committee
may consider necessary for the prevention, detection,
control, and suppression of fires, or for diminishing the
danger to life and property arising from fire.
ACCOUNTS
- (1) Proper books of account and other books shall be kept
by the Committee, in which shall be entered correct records of all
moneys received and paid by it.
(2) All such accounts shall be subject to audit by an auditor
duly appointed by the Committee for the purpose. At the close
of each year ending on the 30th day of June the Committee shall
cause to be prepared a statement showing the total receipts and
expenditure of the Committee during that year, together with a
balance-sheet showing its assets and liabilities, which shall be audited
and certified by the auditor as to the correctness thereof.
(3) Within thirty days after the close of each such year the
Committee shall transmit, or cause to be transmitted, two copies
of the aforesaid audited statement of receipts and expenditure and
balance-sheet, together with a report of the activities of the Committee for the period covered under the seal of the Committee to
the Minister.
(4) The Committee shall cause a copy of its estimate prepared
under section 33 of the Act to be furnished to the Minister.
ADMINISTRATION OF FUNDS
- (1) All moneys received by the Committee shall be paid
into such bank as the Committee may direct to the credit of an
account to be called the "Tokoroa Rural Fire Committee Account."
(2) No moneys shall be paid out of such account except by
cheque signed by any two of the following persons:-
(a) The Chairman of the Committee:
(b) The Secretary of the Committee:
(c) One other member of the Committee to be appointed for
the purpose by the Committee.
(5) All reasonable expenses properly incurred by the Committee
may be paid out of moneys in the said account.
TRAVELLING-ALLOWANCES
- It shall be lawful for the Committee, if it thinks fit, to pay
to any member thereof the amount reasonably and actually expended
by him by way of travelling expenses in attending the meetings of
the Committee or in the performance of his duties as a member
thereof.
FIRST SCHEDULE
AUCKLAND LAND DISTRICT.-ROTORUA CONSERVANCY
Tokoroa Rural Fire District
ALL that area in the Auckland Land District, Matamata, Rotorua,
Otorohanga, and Taupo Counties, containing approximately 316,000
acres, situated in Patetere North, Patetere South, Wharepapa,
Horohoro West, Horohoro, Ngautuku, Ranginui, Whakamaru,
Te-Ati-a-muri, Ngongotaha, Marotiri, Tuhingamata West, Tuhingamata East, and Tatua Survey Districts, and bounded generally as
follows: Commencing at the northernmost corner of part of the
Kokako Block, Block XVI, Patetere North Survey District; thence
towards the north-east by part Section 106, Selwyn Settlement, to
the easternmost corner of the Kokako Block; thence by a right
line to the north-eastern corner of Section 45, Block IV, Patetere
South Survey District, by Te Ranga No. 3 Block to the Korakonui
Stream; thence by a right line to a point on the Mokaihaha Stream
opposite the north-eastern corner of Te Whetu No. 3B 2 Block;
thence by the Mokaihaha Stream and Patetere South No. 2 Block
to the south-eastern corner of Te Whetu No. 3B 4 Block; thence
by a right line to the easternmost corner of Section 1, Block II,
Horohoro West Survey District, by Patetere South No. 3B Block to
its south-eastern corner; thence by a right line to the junction of the
eastern boundary of Patetere South No. 2 Block with the northern
side of the Pokaiwhenua Road; thence by the northern side of the
aforesaid road to its junction with the Mamaku Road; thence by
a right line to the north-eastern corner of Te Rimu Horohoro Block,
and by a right line to the northernmost corner of Section 7, Block
XIV, Horohoro Survey District; towards the south-east by the
south-eastern side of the Rotorua-Atiamuri Main Highway to the
bridge over the Taahunaatara Stream; towards the north-east by a
right line to the westernmost corner of Section 3, Block I, Ngongotaha
Survey District, and by Section 3, Block I aforesaid, to a point one
mile distant from the Taahunaatara Stream; towards the south-east
by a line parallel to and one mile distant from the Taahunaatara
Stream; towards the east by a line parallel to and one mile distant
from the eastern boundary of Lot 3 on D.P. 16299, part of Whakamaru-Maungaiti Block; towards the north-east by a line parallel
to and one mile distant from the right bank of the Waikato River
to the Whirinaki Stream; towards the south-east by the Whirinaki
Stream, the right bank of the Waikato River, by the crossing of
that river, by Tauri No. 3A Block, and by Lot 2 on D.P. 16198 to
its south-westernmost corner; thence by a right line due west to
the Waitoa-Taupo Main Highway, by the eastern side of that
highway, by Sections 2 and 3, Block V, Tatua Survey District, and
by Oruanui C, B, and A Blocks; towards the north-east by Oruanui
A Block; towards the south-east by part of Oruanui No. 6 Block;
towards the south-west generally by Whangamata 2E 1B and 2B
2B 1 Blocks; towards the south-east by a right line from the northwestern corner of the last-mentioned block to the north-western
corner of Tihoi 4C 1A Block; towards the west, south-west, and
north-west by Tihoi No. 4B Block; again towards the west generally
by Pouakani B 6B No. 8 Block, a road-line, and by the western side
of the Mokai Road to its junction with another road; thence
towards the south and south-east by the southern side of the lastmentioned road; towards the south-west by Pouakani B 6D Block
to Trig. Station 1537 (Pokuru); thence by a right line between
that trig. station and Trig. Station 1781 in Block X, Whakamaru
Survey District, to its junction with the Paritaniwha Stream;
towards the north-west by the Paritaniwha Stream to its junction
with a power-line; towards the south-west by the aforesaid powerline, by the south-western sides of the Mangakino-Whakamaru
Road, the Mangakino-Maraetai Dam Road, and the Waipapa
Access Road to the Waiteti Stream; thence by that stream to its
junction with the Waipapa River, and thence by a right line to the
south-western corner of Section 7, Block XII, Wharepapa Survey
District; towards the north-west by the north-western side of the
Arohena Road, by Sections 24 and 18, Block VIII, Wharepapa
Survey District, and by a right line across the Arapuni Lake to a
point opposite the south-western corner of Matanuku No. 2D Block;
towards the west and south-west by the Arapuni Lake to a point
opposite the south-western corner of part of Waotu North 2A 4
Block; towards the north-west by Waotu North 2A 4, 2A 1, 2A 2,
and 2B 2 Blocks; towards the north by the northern side of a road;
towards the north-east by the north-eastern side of the WaotuLichfield Road, and by part of Waotu North C 4 Block; towards
the north-west by Waotu North C 4 and 2J 3c Blocks; towards
the north-east by Lot 8 on D.P. 24182; towards the north-west by
Lots 8 and 7 on D.P. 24182 and Lots 2 and 1 on D.P. 24885; towards
the north-east by a right line from the easternmost corner of Lot 1
aforesaid to the north-eastern corner of part of Lot 1 on D.P. 13665;
thence by a right line to north-western corner of Lot 2 on D.P. 23248
and by Lots 2 and 3 on D.P. 23248; towards the north by Lot 3
aforesaid; towards the east by Section 43B, Selwyn Settlement,
and the western boundary of the Pakuranga Block produced to
the old Cambridge-Taupo Road; towards the north-east by the
north-eastern side of the last-mentioned road to the southernmost
corner of Lot 21 on D.P. 23865; thence by Lot 21 aforesaid and
by the Matarawa Stream; towards the north-west by the northwestern side of Campbell Road; towards the south-west by the
south-western side of the Waitoa-Taupo Main Highway; towards
the north-west by the north-western side of Te Rere Road and by
Lot 10 on D.P. 24825; towards the north-east by Lots 7 and 8 on
D.P. 24825, and towards the north-west by Lot 8 on D.P. 24825,
and by part Section 37, Selwyn Settlement. As the same is more
particularly delineated on plan No. 37/12, deposited in the Head
Office of the State Forest Service at Wellington, and thereon
bordered red.
