(4) Airways: Improvement of airfields and other facilities for civil aviation, including, in particular, the following:—
(a) New airfields at Coromandel and Whakatane:
(b) Improvements to existing airfields at Thames, Tauranga, Opotiki, Rotorua, and Galatea:
(c) Provision of airparks for club and private aviation throughout the area:
(d) Replacement of the airfield at Rotorua.

(5) Harbours:—
(a) Provision of wharves at Matakana and Little Awanui in conjunction with Native land development;
(b) Provision of deep-water facilities in Tauranga Harbour or elsewhere to handle produce of the Kaingaroa Plains.

(6) Road Transport:—
(a) Additional facilities for transport of passengers and goods generally within the area:
(b) Provision of a bus terminal at Rotorua.

  1. Utilities

(1) Electricity-supply: Additional generating and substations, transmission-lines, and reticulation, and supply of electricity within the area generally, and in particular:—
(a) Provision of substations at Edgecumbe and Tauranga and a 50 kV. transmission-line connecting the systems of the Bay of Plenty and Thames Valley Electric-power Boards:
(b) Hydro-electric development on the Rangitaiki River in conjunction with flood-control measures and transportation of produce from the Rangitaiki Plains and Kaingaroa Forest:
(c) General developments of reticulation for the Bay of Plenty, Thames Valley, and Tauranga Electric-power Boards.

(2) Water-supply, Sewerage, Storm-water, Drainage, and Gas: New and additional works in various parts of the area, including:—
(a) At Tauranga: Improvements of water-supply and sewerage.
(b) At Whakatane: New water-supply and sewerage schemes.
(c) At Rotorua: Extensions of both storm-water and sewerage.
(d) At Opotiki Borough: New sewerage scheme.
(e) At Te Puke Borough: Extension of waterworks.
(f) For Paeroa Borough and Hauraki Plains: A combined water-supply scheme.
(g) For Piako County: A water-supply scheme.
(h) For Thames Borough: A new water-supply scheme.

  1. Subdivisional Development

(1) The development of areas for residential, commercial, industrial, and recreational purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other Acts, more particularly:—
(a) At Thames, Tauranga, Whakatane, and Rotorua;
(b) Generally throughout the Waiariki Native Land District, including urban rental housing; and
(c) In Tauranga County, for dwellings for County Council employees.

(2) The subdivision, regrouping, and improvement of lands affected by the reclamation and drainage works, and the better utilization thereof.

(3) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching and servicing developmental works.

  1. Social Services

The provision of sites, buildings, and services throughout the area for social and cultural and recreational purposes, including:—

(1) Educational—
(a) Provision of additional accommodation at Tauranga College and Rotorua High School:
(b) New secondary department at Katikati District High School:
(c) New primary school in Rotorua South.

(2) Health—
(a) New sanatorium for the Department of Health at Rotorua:
(b) For the Tauranga Hospital Board—
(i) At Tauranga: New ward, new kitchen and operating theatre, extension to Nurses’ Home, extension to maternity ward, residence for Medical Superintendent, and new children’s ward.
(ii) At Te Puke: An extension to the Nurses’ Home and an Old People’s Home.
(iii) At Katikati: A Nurses’ Home.
(c) For the Bay of Plenty Hospital Board at Whakatane: Administration block, Nurses’ Home, boiler-house, children’s ward, and bulk store:
(d) For the Opotiki Hospital Board at Opotiki: A new hospital with all necessary services:
(e) For the Thames Hospital Board at Thames: A new hospital with all necessary services.

(3) Cultural: New broadcasting stations in the vicinities of Tauranga and Thames, and studios at Tauranga and Rotorua.

(4) Recreational:—
(a) Te Aroha Domain: Development, including War Memorial Swimming-baths, rebuilding of Cadman Swimming-bath, an administrative building with adequate medical facilities, sports pavilion, laundry and workshop, and rearrangement of bowling greens, tennis courts, and grounds:
(b) In Tauranga Borough: The development of a centennial park on the eastern foreshore, with full facilities for recreation:
(c) Rotorua Borough: Provision of a Plunket room and ladies’ rest-room.

  1. Defence

Construction and improvement of defence installations.

  1. Public Administration

New facilities for Government and local administration, including:—
(a) Government centres at Rotorua and Tauranga:
(b) Offices for Government Departments at Thames, Whakatane, and Paeroa:
(c) New offices and residences for the Police Department at Opotiki and Tauranga, and a new lock-up at Rotorua:
(d) New Courthouses at Thames, Tauranga, Te Aroha, and Rotorua.

SECOND SCHEDULE
APPROXIMATE BOUNDARIES OF AREA

ALL that land in the Auckland, Wellington, Hawke’s Bay, and Gisborne Land Districts, bounded by a line commencing at a point on the sea-coast of the Firth of Thames due north of Trigonometrical Station 86, Maungakawa, on the eastern boundary of Block XV, Piako Survey District; thence due south to the said Trigonometrical Station 86; thence south-easterly along a right line to Trigonometrical Station 1992, Block V, Waitoa Survey District; thence south-westerly along a right line to Trigonometrical Station 1993, Hangawera, on the southern boundary of Block IX, Waitoa Survey District; thence south-easterly generally along a right line to Trigonometrical Station, Maungatapu, Block VII, Maungakawa Survey District; and a right line to Trigonometrical Station R on the southern boundary of Block XIV, Wairere Survey District; thence southerly along a right line to Trigonometrical Station Whakaaratamaiti, Block VII, Patetere North Survey District; thence south-easterly generally along a right line to Trigonometrical Station Ohinepuremu, Block VII, Patetere North-east Survey District; thence southerly by a right line to Trigonometrical Station Uraura 807, Block VII, Ngautuku Survey District; thence south-easterly by a right line to Trigonometrical Station Paeroa 31, Block V, Paeroa Survey District; thence again south-easterly by a right line to Trigonometrical Station Ahiwhakamura 38, Block X, Kaingaroa Survey District; thence southerly by the boundary of the Whakatane County, as described in the New Zealand Gazette of 1940 at page 2781, to Trigonometrical Station Te Taumutu; thence north-easterly and north-westerly along the south-eastern and north-eastern boundaries of the said Whakatane County to Trigonometrical Station Maungapohatu, Block XII, Ruatahuna Survey District; thence north-easterly generally along the south-eastern boundary of Opotiki County, as described in the New Zealand Gazette of 1945 at page 602, to the sea-coast; thence westerly and northerly generally by the sea-coast of the Bay of Plenty to the northern extremity of Coromandel Peninsula; thence southerly generally along the eastern coast of the Firth of Thames to a point due north of Trigonometrical Station 86, Maungakawa Survey District, being the point of commencement.
