  1. With respect to the period of two years within which the
    purchaser is required to commence full-scale sawmilling operations
    under the sale, time shall be deemed to be of the essence of the
    contract.
  2. Small lots of exotic hardwood logs from State forests will
    become available for sale to the purchaser from time to time, and
    these logs will be subject to special terms of sale to be agreed upon
    between the Commissioner and the purchaser. Failing such agreement, the Commissioner may sell such logs to other sawmillers.
  3. Tenders are to be enclosed in sealed envelopes addressed
    “Conservator of Forests, Invercargill,” and endorsed “Tender for
    Timber—Tapanui.”
