(b) Improvement and extension of the roading-system throughout the area, including the replacement of existing bridges and the provision of new bridges and fords where necessary, the following being the principal works :—

(i) New road construction from Karangarua to Haast Pass with a bridge over the Haast River; Inchbonnie to Jacksons; Lake Kanieri to Kokatohi via Dorothy Falls and Styx; Karangarua to Welcome Flat via the Copeland Valley; Arawata to Hollyford; Waiho Beach Road; and Crooked River Valley Road.

(ii) Improvements to Springs Junction to Matakitaki Road and Bruce Bay Access Road.

(iii) Realignment and metalling of county roads and bridge replacements generally in the counties of Buller, Inangahua, Grey, and Westland.

(iv) Street and footpath construction and improvements in Westport, Greymouth, Hokitika, Reefton, Ross, Runanga, and Brunner.

(3) Railways: Improved rail facilities for all classes of traffic, including—

(a) Grade and curvature easements and station yard rearrangements on the West Coast section of the Rolleston to Hokitika Railway;

(b) A line linking the Nelson section of the Nelson-Inangahua Railway at Glenhope with the South Island Main Line and Branches at Inangahua Junction;

(c) Extension of the existing railway at Ross to Wataroa; and

(d) The construction of a branch railway from Westport to Charleston.

(4) Airways: The improvement of airfields, airports, and other facilities for civil aviation, including, in particular :—

(a) New aerodromes for Hokitika and Weheka or Fox Glacier and extensions of the existing aerodromes at Greymouth and Waiho.

(b) Provision of airparks for club and private aviation throughout the area.

(5) Harbours—

(a) Improvements of the Westport and Greymouth Harbours, including extension and improvement of training-walls, clearing lagoons, wharf renewals, and extensions.

(b) Improvements to the Okarito Harbour and construction of a new wharf at Bruce Bay.

(6) Road Transport: Additional facilities for transport of passengers and goods generally within the area.

  1. Utilities

(1) Electricity-supply: Additional substations, transmission lines, and reticulation, and improved supply of electricity within the area generally, and, in particular :—

(a) New transmission line linking the Nelson system at Stoke with the main South Island system at Blackwater via Tophouse, Murchison, and Inangahua.

(b) Branch line from Inangahua to Waimangaroa and erection of a substation at Waimangaroa.

(c) Extension of facilities for the distribution of electricity throughout the area—in particular, the reticulation of the area controlled by the Grey Electric-power Board.

(2) Water-supply, sewerage, storm-water drainage, gas, and fire-fighting facilities; new and additional works in various parts of the area, including—

(a) At Westport: Water-supply extensions and gasworks renewals and extensions.

(b) At Greymouth: Water-supply renewals, sewage scheme for Cobden and storm-water drainage.

(c) At Hokitika: Water-supply renewals and a new fire-station.

(d) At Reefton: Water-supply and drainage renewals.

(e) At Runanga: Drainage improvements.

(f) At Ross: Water-supply renewals.

(g) At Kumara: Completion of water-supply scheme and new sewerage system.

(h) At Brunner: Extensions to water-supply reticulation.

(i) At Granity and Ngakawau: A new water-supply.

(j) At Blackball and Grey Valley: A new water-supply.

  1. Subdivisional Development

(1) The development of areas for residential, commercial, industrial, and recreational purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other Acts, more particularly at Westport, Greymouth, Reefton, Hokitika, and rural areas, and including provision of a Miners’ Hostel at Reefton.

(2) The subdivision, regrouping, and improvement of lands affected by the reclamation and drainage works, and the better utilization thereof.

(3) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching and servicing developmental works.

  1. Social Services

The provision of sites, buildings, and services throughout the area for social and cultural and recreational purposes, including—

(1) Educational: New primary school for Hokitika, new classrooms at the Greymouth Technical School, and additional provision generally to meet growth and movement of population.

(2) Health: Extensions to Hokitika Mental Hospital; new hospital and nurses’ home, Reefton; extensions and improvements to buildings controlled by the Buller, Grey, and Westland Hospital Boards.

(3) Cultural—

(a) New broadcasting studio and transmitter at Greymouth and a new studio at Westport.

(b) Community centre at Reefton.

(c) For Greymouth: New clock tower and civic square.

(4) Recreational—

(a) At Granity: New swimming-baths.

(b) At Reefton: Sports centre.

(c) At Westport: Recreation areas.

(d) At Greymouth: Sports centre, recreation reserves.

(e) At Ross: Improvements to the Public Hall.

(5) Other Amenities—

(a) At Greymouth: Extension of the cemetery; new crematorium; and new abattoirs.

(b) At Franz Joseph Glacier: An aerial tramway.

  1. Defence

Construction and improvement of defence installations.

  1. Public Administration

New facilities for Government and local administration, including—

(a) Government centres at Greymouth and Westport.

(b) New police-station for Greymouth and police-stations and quarters at Karamea, Millerton, and Dobson.

(c) New courthouses for Westport and Reefton.

(d) New workshops at Greymouth for the Public Works Department.

(e) New offices, stores, workshops, and garages for the Grey Electric-power Board.

(f) New Town Hall for Hokitika.

(g) New workshops at Westport for the Westport Borough Council.
