Notice of a Scheme of Development and Reconstruction in the Boroughs of Devonport, Birkenhead, Northcote, and Takapuna, the City of Auckland, and the County of Waitemata

PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE
NATURE OF WORK

THE improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of :—

  1. Land Development

(1) Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, subdivision, fencing, provision of houses, buildings, water-supply, access, and amenities.
(2) Soil-conservation works and land drainage and reclamation throughout the area.

  1. Industrial

The establishment of industrial areas, and the provision and development of sites and buildings for industries, including the establishment, development, and improvement of industry on lands drained or otherwise reclaimed.

  1. Commercial

The establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.

  1. Communications

(1) Improvement of radio, telegraph, telephone, and postal services throughout the area.
(2) Arterial and Local Access: Improvements of arterial and local access generally throughout the area.
(3) Harbours: Foreshore reclamation.
(4) Road Transport: Additional facilities for transport of passengers and goods generally within the area.

  1. Utilities

(1) Electricity-supply: Additional generating and substations, transmission-lines, and reticulation, and supply of electricity within the area generally.
(2) Water-supply, Sewerage, and Storm-water Drainage: New and additional works in various parts of the area.

  1. Subdivisional Development

(1) The development of areas for residential, commercial, industrial, and recreational purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other Acts.
(2) The subdivision, regrouping, and improvement of lands affected by the reclamation and drainage works, and the better utilization thereof.
(3) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching and servicing developmental works.

  1. Social Services

The provision of sites, buildings, and services throughout the area for social and cultural and recreational purposes.

  1. Defence

Construction and improvement of defence installations.

  1. Public Administration

New facilities for Government and local administration.

SECOND SCHEDULE

ALL that area of land contained in the Boroughs of Birkenhead, Northcote, Devonport, and Takapuna, and that portion of the County of Waitemata bounded as follows: Commencing at a point on the Rangitoto Channel at the northernmost corner of Lot 2 on D.P. 27748, being part of Allotment 189, Parish of Takapuna, and proceeding thence generally in a south-westerly direction by the generally southern boundaries of Bridge Road, Carlisle Road, Oteha Valley Road, to and across the public road known as No. 5 State Highway; thence by the western boundary of the said No. 5 State Highway to the north-eastern corner of Lot 2 on D.P. 671, and along the northern boundary of the said Lot 2 to a stream known as Lucas Creek; thence southerly by the left bank of Lucas Creek; thence easterly by the generally northern shores of the Waitemata Harbour; thence northerly by the western shores of the aforementioned Rangitoto Channel to the point of commencement, together with that area comprising portion of the bed of the Waitemata Harbour and portion of the City of Auckland bounded as follows: Commencing at the point where the northern side of the Northcote Wharf meets mean high-water mark and proceeding thence by a right line to the point where the north-eastern boundary of Hamilton Street meets the harbour; thence southerly by the south-eastern boundary of Hamilton Street to Sarsfield Street; thence easterly by the northern boundary of Sarsfield Street to Shelly Beach Road; thence south-easterly by the south-western boundaries of Shelly Beach Road, Hackett Street, London Street, and Harbour Street, and the production of that boundary of Harbour Street to Beaumont Street; thence north-easterly along the north-western boundary of Beaumont Street to the south-western boundary of Gaunt Street; thence westerly by a right line to the easternmost corner of Shelly Beach Baths; thence north-easterly by a right line to the easternmost corner of the Northcote Public Domain; thence by mean high-water mark to the point of commencement, together with all that portion of the bed of the northern shore of the Waitemata Harbour lying within one-quarter of a mile of mean high-water mark between the site of Torpedo Wharf, North Head, and the head of Lucas Creek.
