Notice of a Scheme of Development and Construction, Otago Central
PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Daniel Giles Sullivan, for the Minister of Works, hereby give notice of the nature of the works included in the scheme of development and construction described in the First Schedule hereto; and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.
FIRST SCHEDULE
NATURE OF WORK
THE development of the area for residential and business and industrial purposes with the provision of additional, and the improvement of existing, access and public utilities and amenities, including in particular the provision of:—
(1) Hydro-electric Power Development and Reticulation.—The construction of works for the generation and utilization of electric-power developed from water-power, including schemes on the Clutha and the Fraser Rivers, including all works necessary for reticulation and supply within the area, with interconnection with the main South Island supply system.
(2) Irrigation.—Irrigation works and reticulation supplying areas in the Upper Taieri and Clutha River Basins, particularly at Pisa Flats, Moutere Terraces, Hope’s Creek area, and Maniototo Basin and other minor areas which lie within service range of any existing or proposed irrigation works.
(3) Land Development.—The subdivision, development, improvement, regrouping, and better utilization of the land.
(4) Arterial Vehicular Access.—New arterial vehicular access and improved existing vehicular access throughout the area, and in particular improvements from Roxburgh to Alexandra, including the renewal of the Clutha River Bridge at Alexandra, the sealing of the highway through the Kawarau Gorge, the realignment or relocation of the highway from Palmerston to Clyde, the continuation of construction of the Haast Pass Road to the West Coast ; new road construction from Queenstown to Glenorchy; the improvement of Dansey’s Pass Road and the improvement of back-country roads generally ; the improvement of all highways in the area.
(5) Aerodromes.—The construction of a flying field and air-transport facilities at Alexandra and elsewhere as may be determined by the Minister to be necessary.
(6) Land Drainage.—The drainage, development, and improvement of land, the main work being near Poolburn.
(7) Roads and Streets.—The legalization and construction of roads and streets within the area where determined by the Minister of Works to be necessary in connection with closer settlement.
(8) Drainage and Sewage-disposal Works.—The provision of new and the improvement of existing. drainage and sewage-disposal works.
(9) Water-supply.—The provision of new and the improvement of existing water-supply works.
(10) Buildings.—Buildings and sites for the General Government and for local government.
(11) Housing.—The construction of dwellinghouses and other works provided for by the Housing Act, 1919, and its amendments, and the development of areas for residential, commercial, and industrial purposes.
(12) Recreation.—The provision of facilities for recreation within the area.
(13) Education.—The provision and development of educational buildings and sites.
(14) Industrial and Commercial Sites.—The provision and development of industrial and commercial sites.
(15) Postal Facilities.—The provision of new and the improvement of existing postal and communication services, including buildings.
(16) Storage Dumps.—The provision and development of storage, metal, and equipment dumps within the area.
(17) Quarries.—The provision and development of quarries and metal and gravel pits within the area.
(18) Works for the conservation of soil and control of erosion throughout the area.
SECOND SCHEDULE
APPROXIMATE BOUNDARIES OF AREA
ALL that area in the Otago and Southland Land Districts, bounded by a line commencing at the north-western corner of Wilkin Survey District, and proceeding thence southerly along the western boundaries of that survey district and of the Upper Wanaka, Mid-Wanaka, and Lower Wanaka Survey Districts to the north-eastern corner of Block 6, Motatapu Survey District; thence westerly, then southerly along the northern and western boundaries of that block and the western boundaries of Blocks 9 and 12, Motatapu Survey District, to the southern boundary of that district; thence easterly along the said southern boundary and the southern boundary of the Lower Wanaka Survey District to the north-eastern corner of Cardrona Survey District; thence southerly by right lines first to Trig. O, Mount Pisa; thence to Trig. M, Mount Dottrell; thence in a westerly direction by right lines to Trig. AA in Block 8, Kawarau Survey District; thence to the north-eastern corner of Block 18, Shotover Survey District; thence continuing westerly along the northern boundaries of Blocks 18, 17, 16, and 15, Shotover Survey District, and Blocks 13 and 12, Glenorchy Survey District, to the north-western corner of the said Block 12; thence northerly along the eastern boundaries of Blocks 8, 5, and 2, Glenorchy Survey District, to the north-eastern corner of the latter block; thence westerly along the northern boundary of that block to the south-eastern corner of Block 16, Earnslaw Survey District; thence northerly along the eastern boundaries of the said Block 16 and Block 12, Earnslaw Survey District, to the north-eastern corner of the latter block; thence westerly along the northern
