Royal Commission to Inquire into and Report upon Gaming and Racing Matters in New Zealand
GEORGE THE SIXTH by the Grace of God, of Great Britain, Ireland, and the British Dominions beyond the Seas, King, Defender of the Faith :
To Our Trusty and Well-beloved the Honourable Mr. Justice George Panton Finlay, of Auckland, a Judge of the Supreme Court; William Henry Freeman, Esquire, of Hamilton, Stipendiary Magistrate; and Joseph William Allan Heenan, Esquire, C.B.E., of Wellington, Under-Secretary for Internal Affairs: GREETING.
WHEREAS We have deemed it expedient that a Commission should issue to inquire into the existing law relating to gaming, the present administration and control of practices relating to racing, and generally all other matters connected with gaming and racing, and to examine and report upon proposals that may be made for amending the law, administration, and control of these matters in New Zealand in the public interest:
Now know ye that We, reposing trust and confidence in your knowledge and ability, do hereby nominate, constitute, and appoint you, the said
George Panton Finlay,
William Henry Freeman, and
Joseph William Allan Heenan
to be a Commission to inquire into and report upon the existing law relating to gaming, the present administration and control of practices relating to racing, and generally all other matters connected with gaming and racing, and to examine and report upon proposals that may be made for amending the law, administration, and control of these matters in the public interest, and to make such proposals as you may yourselves think fit:
And generally to inquire into and report upon such other matters arising out of the premises as may come to your notice in the course of your inquiries and which you consider should be investigated in connection therewith, and upon any matters affecting the premises which you consider should be brought to the attention of the Government :
