Altering the Boundaries of the Waitomo Electric-power District

A PROCLAMATION
IN pursuance and exercise of the powers conferred upon me by the Electric-power Boards Act, 1925, and of every other power in anywise enabling me in that behalf, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, do hereby alter the boundaries of the Waitomo Electric-power District so as to include the area described in the Schedule hereto.
SCHEDULE
ALL that area within the Auckland Land District, in the Waipa County, bounded by a line commencing at a point on the boundary of the Waitomo Electric-power District, as described in New Zealand Gazette No. 34 of the eighteenth day of May, one thousand nine hundred and thirty-nine, page 1486, and being the southernmost corner of Lot 4 on D.P. 7302, being part Wharepuhunga No. 14B Block, and running in a north-easterly direction along the south-eastern boundary of that lot and a right line across a public road, to and along the eastern boundary of Lot 14 on D.P. 7302 aforesaid, and a right line being that boundary produced to the middle of the Owairaka Stream; thence easterly up the middle of that stream and south-easterly up the middle of the Kaiwhio Stream, to and along the western boundary of Section 1, Block III, Wharepapa Survey District, to the north-western boundary of Wharepuhunga No. 16B 2 Block; thence south-westerly along that boundary and the north-western boundaries of Wharepuhunga Nos. part 16B 3B 3E, 16B 3B 3B, and 16B 3B 3A Blocks, and Section 9, Block VI, Wharepapa Survey District aforesaid, to Whatauri Trig.; thence north-westerly generally along the north-eastern boundaries of Section 13, Block VI, Sections 6 and 1, Block II, and Section 1, Block I, all of Wharepapa Survey District aforesaid, to and along the right bank of the Puniu River to the point of commencement. As the same is more particularly delineated on the plan marked P.W.D. 122188, deposited in the office of the Minister of Works at Wellington, and thereon bordered red.
Given under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 5th day of December, 1945.

Proclaiming the Borough of Hamilton to be a City

A PROCLAMATION
WHEREAS a petition has been received from the Mayor, Councillors, and Burgesses of the Borough of Hamilton praying that the said borough be proclaimed a city under the provisions of the Municipal Corporations Act, 1933:
And whereas the population of the said borough is not less than twenty thousand:
And whereas it is desirable that effect should be given to the said petition:
Now, therefore, I, Cyril Louis Norton Newall, the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the powers conferred upon me by section one hundred and thirty-four of the Municipal Corporations Act, 1933, do hereby proclaim the Borough of Hamilton to be a city.
Given under the hand of His Excellency the Governor-General of the Dominion of New Zealand, and issued under the Seal of that Dominion, this 12th day of December, 1945.

Consenting to the Raising of a Loan of £5,000 by the Waimea County Council and prescribing the Conditions thereof

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
WHEREAS the Waimea County Council (hereinafter called "the said local authority"), being desirous of raising a loan of five thousand pounds (£5,000), to be known as "Workers' Dwellings Loan, 1945" (hereinafter called "the said loan"), for the purpose of erecting, purchasing, altering, and improving workers' dwellings, has complied with the provisions of the Local Government Loans Board Act, 1926 (hereinafter called "the said Act"), and it is expedient that the precedent consent of the Governor-General in Council, as required by the said Act, should be given to the raising of the said loan:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the said Act, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising in New Zealand by the said local authority of the said loan for the said purpose up to the amount of five thousand pounds (£5,000), and in giving such consent doth hereby determine as follows:—
(1) The term for which the said loan or any part thereof may be raised shall not exceed fifteen (15) years.
(2) The rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shall not produce to the lender or lenders a rate exceeding three pounds ten shillings (£3 10s.) per centum per annum.
(3) The said local authority shall, before raising the said loan or any part thereof, make provision for the repayment thereof by establishing a sinking fund under the Local Bodies' Loans Act, 1926, or under such other statutory enactment as may be applicable, and shall thereafter make payments to such sinking fund at intervals of not more than one year at a rate or rates per centum which shall be not less than five pounds five shillings and sevenpence (£5 5s. 7d.), such payments to be made in respect of every part of the said loan for the time being so borrowed and not repaid, the first such payment to be made not later than one year after the first day from which interest to the lender or lenders is computed on the said loan or any part thereof so raised.
(4) The payment of interest and the repayment of principal in respect of the said loan shall be made in New Zealand.
(5) No amount payable as either interest or sinking fund in respect of the said loan shall be paid out of loan-moneys.
(6) The rate payable for brokerage, underwriting, and procuration fees in respect of the raising of the said loan or any part thereof shall not in the aggregate exceed one-half per centum of any amount raised.
(7) No moneys shall be borrowed under this consent after the expiration of two years from the date hereof.

WHEREAS the Wairarapa Catchment Board (hereinafter called "the said local authority") proposes, pursuant to the provisions of section thirty of the Soil Conservation and Rivers Control Act, 1941, to raise a loan of five hundred pounds (£500), to be known as "Works Loan, 1945" (hereinafter called "the said loan"), for the purpose of paying its portion of the cost of the Turanganui River diversion:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by section eleven of the Local Government Loans Board Act, 1926, as set out in section twenty-nine of the Finance Act, 1932 (No. 2), and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising by the said local authority of the said loan for the said purpose up to the amount of five hundred pounds (£500), and in giving such consent doth hereby determine as follows:—
(1) The rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shall not produce to the lender a rate exceeding three pounds fifteen shillings (£3 15s.) per centum per annum.
(2) The said loan or any part thereof shall be repaid on or prior to the thirty-first day of March, one thousand nine hundred and fifty-one.
