ORDER IN COUNCIL
At the Government House at Wellington, this 13th day of December, 1944
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL
WHEREAS James Stanley Roscoe, of Wellington, is exclusively engaged as General Secretary of the New Zealand Railway Officers’ Institute:
And whereas, prior to being engaged as aforesaid, the said James Stanley Roscoe was in the service of the New Zealand Government Railways Department, and in respect of such service was a contributor to the Government Railways Superannuation Fund:
And whereas the period of engagement of the said James Stanley Roscoe as General Secretary of the said Institute has been continuous with his aforementioned period of service in the Government Railways Department:
And whereas the rate of contribution paid by the said James Stanley Roscoe to the Government Railways Superannuation Fund when a contributor thereto in respect of his aforesaid period of service in the Department was five per centum of the salary or wage then received by him:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred on him by section fifteen of the Finance Act (No. 2), 1940, and of every other power and authority enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby declare and order that the said James Stanley Roscoe shall have and be deemed to have had all the rights, privileges, and liabilities to which a contributor to the Government Railways Superannuation Fund is entitled or subject under the provisions of Part III of the Government Railways Act, 1926, subject, however, to the provisions of section fifteen of the Finance Act (No. 2), 1940, and to the following express conditions, namely:—

The contribution of the said James Stanley Roscoe to the Government Railways Superannuation Fund shall be at the rate of five per centum of the salary paid to him by the New Zealand Railways Officers’ Institute; and such contribution shall, as from and including the first day of September, one thousand nine hundred and forty-four, be paid to that fund at such time or times and by such instalments as the General Manager of the Government Railways Department may determine.

In addition to the contribution payable by the said James Stanley Roscoe, as specified in the last preceding paragraph hereof, there shall be paid to the fund by the New Zealand Railway Officers’ Institute at such times and in such manner (whether by instalments or otherwise) as may be determined by the General Manager of the Government Railways Department, a sum which in each year shall bear the same proportion to the total amount payable by the said James Stanley Roscoe by way of contribution to the fund in respect of such year as the total sum paid by the New Zealand Government Railways Department to the fund by way of subsidy bears to the aggregate of the sums paid into the fund by contributors under the Government Railways Act, 1926, in such year.

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL
IN pursuance and exercise of the powers conferred by the Public Reserves, Domains, and National Parks Act, 1928, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke an Order in Council dated the twenty-seventh day of September, one thousand nine hundred and thirty-nine, and published in the Gazette of the twenty-eighth day of that month, appointing a Domain Board to control the Opawa Domain, and doth hereby appoint
James Lowry Austin,
Austin Everard Golding,
James Bernard O’Reilly, and
Seymour Arnold Cox
to be the Opawa Domain Board, having control of the land described in the Schedule hereto; and doth hereby appoint Tuesday, the sixth day of February, one thousand nine hundred and forty-five, at eight o’clock p.m., as the time when, and the Red Cross Rooms, Albury, as the place where, the first meeting of the Board shall be held.

Revoking the Reservation over a Reserve in Oteramika Hundred, Southland Land District

IN pursuance and exercise of the powers and authorities conferred upon him by subsection one (b) of section seven of the Public Reserves, Domains, and National Parks Act, 1928, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the reservation for gravel purposes over the land described in the Schedule hereto; and doth hereby declare that the said land, being vested in the Crown, is Crown land available for disposal under the Land Act, 1924.

HIS Excellency the Governor-General has been pleased to approve the following appointments and promotions in the Royal New Zealand Navy:—
Lieutenant-Commander Peregrine Robert Dearden, R.N. (retired), appointment terminated. Reverted to the Retired List of Officers of the Royal Navy, to date 7th October, 1944.
Lieutenant-Commander Henry Winter, R.N., lent Royal New Zealand Navy and appointed H.M.N.Z. ship as directed, to date 12th August, 1944.
Lieutenant George Raymond Davis-Goff, promoted to the rank of Lieutenant-Commander, to date 21st August, 1944.
Lieutenant William Stevenson Crawford, R.N., lent Royal New Zealand Navy and appointed H.M.N.Z. ship as directed, to date 15th May, 1944.
Lieutenant Peter Kenneth Ray Lankester (Acting-Captain), Royal Marines, lent Royal New Zealand Navy and appointed H.M.N.Z. ship as directed, to date 20th May, 1944 (to retain the acting rank of Captain whilst holding this appointment).
