- (1) In this Order, unless the context otherwise requires, “the said specification” means the New Zealand Emergency Standard Specification (No. N.Z.S.S. E. 79) entitled “Grades of Meat for Sale on the Local Market and Definitions of Joints and Cuts,” issued by the New Zealand Standards Institute under the authority of the Minister of Agriculture and the Minister of Industries and Commerce, and, subject to the proviso hereto, includes any amendment of the said specification that may hereafter be made :
Provided that, for the purposes of this Order, no such amendment shall have any effect before the expiration of seven days after the date of publication in the Gazette of a notification of the making of the amendment.
(2) References in this Order to the kind, description, or grade of any meat shall be deemed respectively to be references to the kind, description, or grade of such meat within the meaning and for the purposes of the said specification.
APPLICATION OF THIS ORDER
- (1) This Order applies only with respect to retail sales of meat intended for human consumption and sold within the Wellington Abattoir District constituted under the Meat Act, 1939.
(2) All meat sold or delivered to a purchaser during the currency of this Order shall be deemed to be intended for human consumption unless it is sold for some other specific purpose.
FIXING MAXIMUM RETAIL PRICES OF MEAT TO WHICH THIS ORDER APPLIES
- (1) The basic retail prices of meat of the kinds and descriptions specified in the First Schedule hereto shall be the appropriate prices prescribed in that Schedule.
(2) Except where an increase or reduction in the retail price of any such meat is authorized or required to be made in accordance with the Second Schedule hereto, or the following provisions of this Order, the maximum retail price of any such meat shall be calculated at the rate of the appropriate basic price fixed in accordance with the First Schedule hereto.
(3) If in respect of any lot of meat the maximum price calculated in accordance with the provisions of this Order is not an exact number of pence or half-pence, the maximum price of the lot shall be computed to the nearest upward halfpenny.
- (1) The maximum retail prices as aforesaid are fixed in respect of cash sales of meat delivered over the counter.
(2) Where delivery of any meat is effected otherwise than over the counter or where the sale is not for cash, the maximum retail price of that meat shall be the appropriate maximum retail price as fixed by the foregoing provisions of this Order, increased by 1d. per pound.
(3) No additional charges shall be made by a retailer for wrapping any meat to which this Order applies, or for trimming or other incidental and customary services performed in relation to the retailing of any such meat.
VARIATION OF MAXIMUM RETAIL PRICES BY REASON OF VARIATION IN PRICES OF LIVE-STOCK
- (1) For the purposes of this clause the basic wholesale values of meat shall be as follows :—
(a) First-grade Veal : 4½d. per pound of carcass delivered into retailer’s shop.
(b) Second-grade Veal : 3⁶⁄₁₀d. per pound of carcass delivered into retailer’s shop.
(c) First-grade Beef : 36s. 10d. per 100 lb. carcass-weight of cattle purchased on the market or, alternatively, 4d. per pound of carcass delivered into retailer’s shop.
(d) Second-grade Beef : 28s. 10d. per 100 lb. carcass-weight of cattle purchased on the market or, alternatively, 3²⁄₁₀d. per pound of carcass delivered into retailer’s shop.
(e) Third-grade Beef : 21s. 8d. per 100 lb. of carcass-weight of cattle purchased on the market or, alternatively, 2⁴⁄₁₀d. per pound of carcass delivered into retailer’s shop.
(f) First-grade Pork : 7d. per pound of carcass delivered into retailer’s shop.
(g) Second-grade Pork : 5⁸⁄₁₀d. per pound of carcass delivered into retailer’s shop.
(h) First-grade Lamb : 7½d. per pound of carcass delivered into retailer’s shop.
(i) Second-grade Lamb : 6d. per pound of carcass delivered into retailer’s shop.
(j) First-grade Hogget : 6d. per pound of carcass delivered into retailer’s shop.
(k) First-grade Mutton : 5d. per pound of carcass delivered into retailer’s shop.
(l) Second-grade Mutton : 4d. per pound of carcass delivered into retailer’s shop.
(m) Third-grade Mutton : 3d. per pound of carcass delivered into retailer’s shop.
(2) If the average price paid by retailers within the Wellington Abattoir District is less during any continuous period of four weeks than the basic wholesale value of such meat fixed in accordance with the last preceding subclause, the maximum retail price within that district of meat of the same grade and kind shall, after the expiration of the said period of four weeks, be at the rate of the appropriate maximum retail price fixed in accordance with clause 5 hereof and the Second Schedule hereto, reduced by one halfpenny per pound for every full halfpenny per pound by which the average price paid by retailers during the aforesaid period of four weeks is less than the basic wholesale value.
(3) The maximum retail price fixed in accordance with the last preceding subclause shall continue to operate for a period of four successive weeks, irrespective of any variation within that period of the prices paid by retailers in the said abattoir district.
(4) Thereafter, in each successive period of four weeks, the maximum retail price in the said district shall, if necessary, be adjusted, by increase or further reduction, as the case may require, at the rate of one halfpenny per pound for every full halfpenny per pound of the average increase or reduction during the preceding period of four weeks, in the prices paid by retailers, but so that in no circumstances shall the maximum retail prices fixed in accordance with clause 5 hereof and the Second Schedule hereto be exceeded.
RETAILERS TO EXHIBIT RETAIL PRICES
- (1) Every retailer who offers or exposes for sale any joints or cuts of meat to which this Order applies shall affix to each joint or cut a ticket, placard, or label on which the total retail price of such joint or cut shall be stated in legible and prominent characters.
(2) In the case of meat items which in accordance with the customary practice within the trade are offered or exposed for sale otherwise than by the joint or cut the retailer shall keep in a prominent position in such proximity to the meat to which it relates as to be obviously in relation thereto a ticket, placard, or label showing in legible and prominent characters the retail price per pound or per unit, as the case may be.
