unfavourable situation by a feat of skilful and audacious
airmanship which involved flying over broken country at
tree-top height, and over the heavily defended base at Rabaul
at roof-top level. He was under continuous attack until he
was well out to sea on his return, but eventually succeeded
in bringing his damaged aircraft safely back over the great
distance to his base. Flight Lieutenant Vanderpump’s efforts
to save his comrade on this occasion showed extreme determina-
tion and utter disregard for his own safety, as well as
exceptional flying ability.
During his three tours of operational duty, involving 275
operational flying hours, and ninety-two missions against the
enemy, Flight Lieutenant Vanderpump’s devotion to duty
has been of the highest order. As a Flight Commander his
fearless determination to attack the enemy regardless of the
odds, his unfailing cheerfulness, and his ability as a fighter
pilot have been an outstanding example to his fellow pilots.
Distinguished Flying Medal
NZ 421151 Flight Sergeant Patrick Andrew TILYARD, Royal New
Zealand Air Force, No. 16 Squadron.
Flight Sergeant Tilyard took part in a fighter sweep over
Rabaul on 24th December, 1943, an operation which involved
flying a single-engined fighter aircraft over two hundred and
forty miles of open sea and engaging the enemy over hostile
territory. During the action which followed, although under
attack by eleven Zeros, he went to the assistance of a fellow
pilot who was being sorely pressed. His own aircraft was hit
and suffered severe damage, including the loss of a wing-tip,
and his instruments were rendered unserviceable. Nevertheless
he succeeded in driving the enemy off, and was later under
constant enemy attack. It was only through his stern
determination and resourcefulness that he succeeded in
bringing his badly damaged aircraft back to base and making
a safe landing. In this engagement he destroyed one enemy
aircraft, and is credited with another probably destroyed and
a third damaged.
Flight Sergeant Tilyard has completed 208 operational
flying hours in the South Pacific Area, and has taken part
in sixty missions against the enemy. At all times he has
displayed a spirit of aggression and determination to engage
the enemy whenever met, and has proved himself to be an
able Section Leader.
NZ 42417 Flight Sergeant Ernest Charles LAURIE, Royal New
Zealand Air Force, No. 16 Squadron.
On 17th December, 1943, Flight Sergeant Laurie took part
in a fighter sweep over Rabaul, an operation which involved
flying a single-engined fighter aircraft over two hundred and
forty miles of open sea, and on arrival engaging superior numbers
of the enemy over hostile territory. His section attacked a
greatly superior force of Zeros over their own airfield at a
height of a few hundred feet. During this action he destroyed
one Zero for certain. Later in the engagement he observed
the leader of his formation to be in difficulties and under attack
by nine enemy aircraft. Although his own aircraft had been
hit by a cannon shell and damaged, he stood by his leader
until he was attacked himself and forced to take evasive
action. After throwing off the attack he returned alone to
assist his leader in spite of the presence of the enemy in vastly
superior numbers.
The courage and determination displayed by Flight
Sergeant Laurie on this occasion are typical of the standard
set by him at all times during his 187 hours of operational
flying, involving sixty-one missions against the enemy. In
addition, he has proved himself to be a reliable and resourceful
leader and a courageous fighter pilot.

Notice of Intention to take Land for Public Works
NOTICE is hereby given that it is proposed, under the provisions
of the Public Works Act, 1928, to take the land described in
the Schedule hereto for a public work: And notice is hereby further
given that the plan of the land required to be taken is deposited in
the post-office at Riccarton and is there open for inspection; and
that all persons affected by the taking of the said land should, if
they have any well-grounded objections to the taking of such land,
set forth the same in writing, and send such writing, within forty
days from the 20th day of March, 1944, to the Minister of
Works at Wellington.

Exemption Order under the Transport Legislation Emergency
Regulations 1940
PURSUANT to the Transport Legislation Emergency Regu-
lations 1940, the Minister of Transport doth hereby order
and declare that the provisions of clause (1) of Regulation 7 of
the Motor-drivers Regulations 1940, so far as they relate to the
driving of heavy trade motors, shall not apply to the person herein-
after mentioned, but in lieu thereof the following provision shall
apply :—
A motor-driver’s license issued under the Motor-drivers Regula-
tions 1940 to the person described in Column 1 of the Schedule
hereunder may authorize him to drive a heavy trade motor for the
purpose of the business of the respective employer described in
Column 2 of the said Schedule, but shall not authorize him, while
he is under the age of eighteen years, to drive a heavy trade motor
for any other purpose.

PURSUANT to section 133 of the Health Act, 1920, and pursuant
to regulations made under that Act on the 3rd day of September,
1923, and to be cited as the Drainage and Plumbing Regulations,*
I, Arnold Henry Nordmeyer, Minister of Health, hereby give notice
as follows :—

This notice may be cited as the Drainage and Plumbing
Extension Notice 1944. -
This notice shall take effect as from the 31st day of March,

The Drainage and Plumbing Regulations* aforesaid are
hereby applied to the County of Waitomo. -
The Drainage and Plumbing Extension Consolidation
Notice 1941† is accordingly amended as follows: Part III of the
Second Schedule thereto is amended by inserting therein, next
following the second reference to a portion of the Waikato County
under the heading “South Auckland Health District,” the following
additional item :—
“Waitomo (the whole County) .. 31st March, 1944.”
