NOTES ON THE WEATHER FOR AUGUST, 1943
General Notes.—August was a cold month with winds frequently from the southerly quarter, and the season has therefore been delayed. Growth has been at a standstill, and the cold has made heavy demands on available feed. Wet conditions as well have been hard on stock, especially on the east coast of the North Island. Scattered snows on the 25th killed some early lambs.
Rainfall.—In the North Island rainfall exceeded normal over most of the Auckland Peninsula and along the east coast including the southern portion of the Wellington Province, moderate deficiencies occurring elsewhere. In the South Island there were larger deficiencies, especially in South Westland and North Otago. Rainfalls reached the average in a few isolated parts of the east coast.
Temperatures.—As in July mean temperatures were below normal. Temperatures were consistently low throughout the month, and new records were established at several widely separated places. Most departures were of the order of 2° F. Frosts were very frequent throughout the month.
Sunshine.—On the whole sunshine was better than average, with larger excesses in the north-western half of the North Island and in Westland. There were some slight deficiencies, however, in Canterbury and Otago.
Weather Sequence.—An anticyclone moved eastward, while a depression from the north-west Tasman deepened and moved to south of New Zealand on the 3rd. For a period north-easterly winds were strong but backed north-westerly. Rain extended from the north and became heaviest in Nelson and Westland. With westerlies prevailing on the 4th and 5th there were frequent showers in the west and scattered thunder. On the 5th and 6th cooler south-westerlies became more general and brought showers. On the 6th a depression formed east of Hawke’s Bay, and on the 8th it moved eastward. While the weather was fine west of the ranges it was changeable elsewhere with occasional showers. On the 8th pressure rose in the south, though the main anticyclonic centre remained near Tasmania and a low-pressure system moved eastward across the northern Tasman Sea. South-easterlies increased to gales about Wellington and Taranaki between the 9th and 11th, and considerable drizzle and rain fell in eastern districts of the North Island. By the 13th winds had moderated and fine weather from the west had become general: but a brief south-westerly change affected the South Island, and on the 14th a deepening depression from the north reached North Cape and passed to the eastward of East Cape on the 16th. This gave some heavy falls in the Auckland Peninsula and in the East Cape area.
With pressure high in the New Zealand region on the 17th and 18th winds were moderate, and the weather fair and cool with numerous frosts. A depression developed near Lord Howe Island and crossed the North Island on the 19th. There were strong north-easterlies or northerlies at first but fresh southerlies gradually advanced, becoming general on the 20th. Fairly general rain occurred, heaviest in the central districts, and some snow fell to low levels in Otago. Conditions cleared from the west, although it remained cool with widespread frosts. On the 24th a vigorous cold front brought a change to cold southerlies which were accompanied by showers of hail. Snow fell on the hills of both Islands and also at times on the plains of Canterbury and Otago. An anticyclone over the South Island on the 26th covered New Zealand on the 27th when, except in the Auckland Peninsula, it was fair generally. On the 30th a trough was crossing from the west and, except east of the Alps, a period of rain was experienced in most parts. Falls were heavy locally in the far north and near Opotiki. At the close of the month conditions had improved with an anticyclone extending across the northern Tasman Sea.

Price Order No. 158 (Walnuts)
PURSUANT to the powers conferred on it by the Control of Prices Emergency Regulations 1939,* the Price Tribunal, acting with the authority of the Minister of Industries and Commerce, doth hereby make the following Price Order :—
PRELIMINARY

This Order may be cited as Price Order No. 158, and shall come into force on the 27th day of September, 1943.

(1) In this Order, unless the context otherwise requires, —
“ The said regulations ” means the Control of Prices Emergency Regulations 1939* :
“ Distributor ”, in relation to any lot of walnuts, means a wholesaler, as defined in the said regulations, who sells those walnuts otherwise than to a retailer for purpose of retail sale :
“ Grower ”, in relation to walnuts, means a person engaged in the business of growing walnuts for sale :
“ Grower’s station ”, in relation to any grower, means the railway-station that is nearest or most convenient of access to the grower’s premises :
The expression “ f.o.r.s.i. ” means “ free on rail, sacks or other containers included. ”
(2) Terms and expressions defined in the said regulations and used in this Order have the meanings severally assigned thereto by those regulations.

Subject to any general or specific directions that may be given by or on behalf of the Tribunal, any expenses that are reasonably incurred by a distributor, wholesaler, or retailer in undertaking the transport of any walnuts at his own expense may be regarded for the purposes of this Order as if they were transport charges paid by him, and the maximum price of the walnuts shall be determined accordingly.

The provisions of this Order shall apply notwithstanding that any walnuts to which the Order is applicable are sold otherwise than by weight.

If any walnuts to which this Order applies are bought at auction by any distributor, wholesaler, or retailer, no account shall be taken of any commission or other charges paid or payable to the auctioneer in computing, for the purposes of this Order, the price paid or payable for those walnuts by any distributor, wholesaler, or retailer.
APPLICATION OF THIS ORDER
- This Order applies with respect to all walnuts sold in New Zealand (whether by a grower, distributor, wholesaler, or retailer).
FIXING PRICES OF WALNUTS THAT ARE SUBJECT TO THIS ORDER
Growers’ Prices
- (1) The maximum price that may be charged or received by any grower for any walnuts shall be 1s. 2d. per pound f.o.r.s.i. the grower’s station.
(2) Where any walnuts are delivered by a grower otherwise than f.o.r.s.i. the grower’s station, the maximum price that may be charged by the grower shall be the price fixed by the last preceding subclause increased by the amount of the charges (if any) incurred by him in effecting delivery and then reduced by the amount of the charges that would have been incurred by him if he had delivered the walnuts f.o.r.s.i. the grower’s station.
(3) Notwithstanding anything in the foregoing provisions of this clause, where any extraordinary charges beyond the control of the grower are reasonably incurred by him in or in the course of
