Approval of Testing Officer under the Motor-drivers Regulations 1940

IN terms of Regulation 5 of the Motor-drivers Regulations 1940, the Minister of Transport doth hereby approve, until further notice, of the person named in Column 2 of the Schedule hereunder being Testing Officer under the said regulations for the authority specified in Column 1 of the said Schedule.

Exemption Order under the Transport Legislation Emergency Regulations 1940

PURSUANT to the Transport Legislation Emergency Regulations 1940, the Minister of Transport doth hereby order and declare that the provisions of clause (1) of Regulation 7 of the Motor-drivers Regulations 1940, so far as they relate to drivers of heavy trade-motors, shall not apply to Spencer Clifford Croft, of Opuawhanga, Hikurangi.

Notice to Apiarists given under and for the Purposes of the Honey Emergency Regulations 1943

PURSUANT to the powers conferred on the Director of the Internal Marketing Division of the Marketing Department by the Honey Emergency Regulations 1943, I, Thomas Richard Smith, acting for the Director in accordance with the provisions in that behalf of the Marketing Act, 1936, do hereby give the following directions with respect to honey produced during the 1943–44 season.

DIRECTIONS

DIRECTIONS AS TO RETURNS BY APIARISTS

  1. (1) This clause applies to every apiarist who on the last day of any month in the 1943–44 season is the owner of not less than twenty hives.

(2) Every apiarist to whom this clause applies shall, within seven days after the end of each month of the season, furnish to the Honey Section of the Internal Marketing Division at Auckland a return showing—

(a) The total amount of honey extracted by him during the month immediately preceding the date of the returns:

(b) Any other particulars required to be furnished in accordance with the form of the Beekeeper’s Monthly Return supplied by the Department:

(c) In particular, in the monthly return for January, 1944, every apiarist must give particulars of the quantities and kinds of unused containers held by him as at 1st December, 1943.

(3) Forms of returns are available on application to the Department in Wellington or to the Honey Section of the Internal Marketing Division at Auckland.

DIRECTIONS AS TO HONEY REQUIRED BY DEPARTMENT

  1. (1) Notice is hereby given to all apiarists who are required in accordance with clause 1 (2) hereof to furnish returns for any month of the 1943–44 season that, subject to any directions (whether of general application to all apiarists or of special application to individual apiarists) that may hereafter be given, every such apiarist is required to supply to the Department 70 per centum of the honey extracted by him in each and every month of the season:

Provided that in respect of honey extracted by any apiarist in the month of December, 1943, if, before the publication of this notice, the apiarist has disposed of more than 30 per centum of the total quantity extracted by him during the said month, he shall supply the whole of the residue to the Department unless, on application made to the Department, he is given permission to retain portion of the said residue for private sale or otherwise for his own purposes.

  1. (1) Except with the special authority of the Director, or unless otherwise expressly directed by him, every apiarist who is required to supply to the Department any honey extracted by him in any month shall, as soon as practicable after the end of the month, comply with the instructions set out in the Schedule hereto with respect to the branding, packing, and consignment of honey (which are substantially the same as the instructions given with respect to honey of the 1942–43 season in Information Circular No. 20, dated 10th December, 1942).

NOTICE AS TO HONEY NOT REQUIRED BY DEPARTMENT

  1. (1) Subject to any directions that may be hereafter given by or on behalf of the Director for the purposes of the said regulations, any honey that is not required to be supplied to the Department in accordance with the foregoing provisions of this notice may be sold or otherwise disposed of by the producer as he thinks fit, subject only to the provision of the Honey Marketing Regulations 1938* and of any Price Order relating to honey made by the Price Tribunal under the Control of Prices Emergency Regulations 1939.

(2) The last preceding subclause applies to apiarists who have less than twenty hives as well as to apiarists who have twenty hives or more.

SCHEDULE

DIRECTIONS AS TO PACKING AND BRANDING (EXTRACTED FROM INFORMATION CIRCULAR NO. 20, AND APPLIED TO HONEY OF THE 1943–44 SEASON)

  1. Liquid Honey

Honey can be sent in liquid or granulated.

  1. Forwarding Honey

On receipt of returns from producers, delivery instructions will be issued.

  1. Packing Bulk Honey

(a) Weights.—Tins to hold 58 lb. to 60 lb. weight of honey each. Where weights are irregular the whole of the line will be accepted at the lowest weight in the line, only complete pounds counted. Tins must be clean and free from rust. Rust can be prevented by rubbing the tins over with a rag moist with boiled linseed oil. Weight to be allowed for tins: 2 lb. 10 oz.

(b) Liquid Honey.—Honey sent in liquid or semi-liquid must be packed in tins with a press-in lid within a screw-cap lid with opening not less than 1½ in. in diameter, the top of the screw cap not to project above the upper edge of the tin.

NOTE.—Honey will be classed as liquid or semi-liquid if it runs from the tin when the tins are inverted with the lids off.

(c) Cases.—Tins carrying liquid honey must be cased in strong wooden cases made to hold one or two tins. Ends of cases to be ⅞ in. dressed on one side, and sides, top, and bottom ½ in. Inside measurement 19¼ in. long, 9¾ in. wide, and 14¼ in. deep. The lids of cases with liquid honey should be securely nailed.

(d) Granulated Honey.—Honey firmly set can be sent in lever-lid tins as formerly, packed one or two in a case. If the route takes in sea carriage a wad of paper should be placed between the lever lid and case lid to keep the lever lid from coming off. Securely nail the case lid.

Producers are asked to pack their honey as set out above. Any claim for damage resulting from honey not packed according to the above specifications will be the liability of the supplier.

  1. Branding

All suppliers must use a brand number. The brand number is to be stencilled on the lower right-hand corner of one end of the case in letters at least 1 in. high and the net weight above the number. A letter or number 1 in. high to be stencilled on the top right-hand corner of the same end of the cases of honey of the same quality, called “extraction mark.” If different qualities are received under the same mark or in one line without being marked so that it cannot be graded until it is sorted and marked, any charges incurred in sorting shall be paid by the supplier. Suppliers are asked not to use the same extraction or quality mark on two different lots of honey in the same season. If this is done the cases will be re-marked at a cost of 3d. per case. It would prevent confusion when carrying stocks if suppliers would use for extraction marks letters one year and figures the next. Do not use pencil for brand and extraction marks. If pencil is used cases will require re-marking at a cost of 3d. per case. Cut a stencil out of cardboard.

  1. Delivery Instructions

South Island producers will be instructed later where to deliver their honey. Should deliveries be required at Auckland, proceed as follows: Consign their honey at the nearest railway-station to the “Internal Marketing Division, Auckland Wharf.” Mark the consignment-note “Ship by cheapest route; freight account (showing railage and rail mileage) to be sent to the Internal Marketing Division, Honey Section, P.O. Box 1293, Auckland.” Also mark consignment-note: “Honey extracted, locally produced.”

The portion of the freight from place of consignment to shipping port, up to 120 miles, will be charged back to the producer. The balance of the freight will be a charge on the depot.

North Island Suppliers.—Producers in the North Island, unless otherwise instructed, will, in accordance with the Honey Emergency Regulations, forward 70 per cent. of their monthly production packed in bulk tins to the Internal Marketing Division (Honey Section), Auckland. An arrangement has been made with the Railways Department to carry honey from localities in the vicinity
