The Tobacco-growing Industry Act, 1935.—Members of Tobacco Board appointed
Department of Industries and Commerce,
Wellington, 11th November, 1943.
HIS Excellency the Governor-General has been pleased to reappoint, in pursuance and exercise of the powers and authorities of section 3 of the Tobacco-growing Industry Act, 1935—
Edwin Morgan Hunt and Cecil Conrad Nash as representatives of manufacturers, and
Frederick Allan Hamilton as representative of growers,
all of whom retired on the 31st July, 1943, in pursuance of section 4 of the above Act, and to appoint
Bertie Thomas Rowling as representative of growers, in place of James Faulkner Balck
who retired on the 31st July, 1943, in pursuance of section 4 of the above Act.

Price Order No. 176 (Meat: Wellington)
PURSUANT to the powers conferred on it by the Control of Prices Emergency Regulations 1939,* the Price Tribunal, acting with the authority of the Minister of Industries and Commerce, doth hereby make the following Price Order:—
PRELIMINARY

This Order may be cited as Price Order No. 176, and shall come into force on the 15th day of November, 1943.

(1) Price Order No. 98† is hereby revoked in so far as it applies to meat sold within the Wellington Abattoir District.
(2) The partial revocation of the said Price Order shall not affect the liability of any person for any offence in relation thereto committed before the coming into force of this Order.
- In this Order, unless the context otherwise requires,—
“Abattoir district” has the same meaning as in the Meat Act, 1939:
“The said specification” means the New Zealand Emergency Standard Specification entitled “Grades of Meat for Sale on the Local Market and Definitions of Joints and Cuts,” issued by the New Zealand Standards Institute under the authority of the Minister of Agriculture and the Minister of Industries and Commerce bearing date July, 1943, and numbered N.Z.S.S. E 79:
Expressions defined in the said specification have the meanings so defined.
APPLICATION OF THIS ORDER
- (1) This Order applies only with respect to retail sales of meat for human consumption when sold within the Wellington Abattoir District.
(2) All meat sold or delivered to a purchaser during the currency of this Order shall be deemed to be intended for human consumption unless it is sold for some other specific purpose.
FIXING MAXIMUM RETAIL PRICES OF MEAT SOLD FOR HUMAN CONSUMPTION
- (1) The basic retail prices of meat of the kinds and descriptions specified in the First Schedule hereto shall be the appropriate prices prescribed in that Schedule.
(2) Except where an increase or reduction in the retail price of any such meat is authorized or required to be made in accordance with the Second Schedule hereto, or the following provisions of this Order, the maximum retail price of any such meat shall be at the rate of the appropriate basic price fixed in accordance with the First Schedule hereto.
(3) If in respect of any lot of meat the maximum price calculated in accordance with the provisions of this Order is not an exact number of pence or half-pence, the maximum price of the lot shall be computed to the nearest upward halfpenny.
- (1) The maximum retail prices as aforesaid are fixed in respect of cash sales of meat delivered over the counter.
(2) Where delivery is effected otherwise than over the counter or where the sale is not for cash, the several maximum retail prices fixed by this Order may be increased by 1d. per pound.
- (3) No additional charges shall be made by a retailer for wrapping meat, or for trimming or other incidental and customary services performed in relation to the retailing of meat.
VARIATION OF MAXIMUM RETAIL PRICES BY REASON OF VARIATION IN PRICES OF LIVE-STOCK
- (1) For the purposes of this clause the basic wholesale values of meat shall be as follows:—
(a) First-grade Veal: 4½d. per pound of carcass delivered into retailer’s shop:
(b) Second-grade Veal: 3⁶⁄₁₀d. per pound of carcass delivered into retailer’s shop:
(c) First-grade Beef: 36s. per 100 lb. carcass weight of cattle purchased on the market or alternatively 4d. per pound of carcass delivered into retailer’s shop:
(d) Second-grade Beef: 28s. 10d. per 100 lb. carcass weight of cattle purchased on the market or alternatively 3⁷⁄₁₀d. per pound of carcass delivered into retailer’s shop:
(e) Third-grade Beef: 21s. 8d. per 100 lb. of carcass weight of cattle purchased on the market or alternatively 2⁴⁄₁₀d. per pound of carcass delivered into retailer’s shop:
(f) First-grade Pork: 7d. per pound of carcass delivered into retailer’s shop:
(g) Second-grade Pork: 5⁶⁄₁₀d. per pound of carcass delivered into retailer’s shop:
(h) First-grade Lamb: 7½ per pound of carcass delivered into retailer’s shop:
(i) Second-grade Lamb: 6d. per pound of carcass delivered into retailer’s shop:
(j) First-grade Hogget: 6d. per pound of carcass delivered into retailer’s shop:
(k) First-grade Mutton: 5d. per pound of carcass delivered into retailer’s shop:
(l) Second-grade Mutton: 4d. per pound of carcass delivered into retailer’s shop:
(m) Third-grade Mutton: 3d. per pound of carcass delivered into retailer’s shop.
(2) If in any locality the average price paid by retailers for meat is less during any continuous period of four weeks than the basic wholesale value of such meat fixed in accordance with the last preceding subclause, the maximum retail price in that locality of meat of the same grade and kind shall, after the expiration of the said period of four weeks, be at the rate of the appropriate maximum retail price fixed in accordance with clause 5 hereof and the Second Schedule hereto, reduced by one halfpenny per pound for every full halfpenny per pound by which the average price paid by retailers during the aforesaid period of four weeks is less than the basic wholesale value.
(3) The maximum retail price fixed in accordance with the last preceding subclause shall continue to operate for a period of four successive weeks, irrespective of any variation within that period of the prices paid by retailers in the locality.
(4) Thereafter, in each successive period of four weeks, the maximum retail price in the locality shall, if necessary, be adjusted, by increase or further reduction, as the case may require, at the rate of one halfpenny per pound for every full halfpenny per pound of the average increase or reduction during the preceding period of four weeks, in the prices paid by retailers, but so that in no circumstances shall the maximum retail prices fixed in accordance with clause 5 hereof and the Second Schedule hereto be exceeded.
