The Dunedin and St. Kilda Bread Delivery Notice 1942.

PURSUANT to Regulation 4 of the Delivery Emergency Regulations 1942,* the Minister of Transport, having been advised by the Minister of Supply and Munitions that a scheme is desirable for the purpose of eliminating any unnecessary waste of essential materials in the delivery of bread in the district described in the Schedule hereto, doth hereby give notice as follows :—

  1. This Notice may be cited as the Dunedin and St. Kilda Bread Delivery Notice 1942.
  2. This Notice shall come into force on the seventh day after the date of publication thereof in the Gazette.
  3. The scheme set out in the Schedule hereto is hereby provided for the said district.

SCHEDULE.

THE DUNEDIN AND ST. KILDA BREAD DELIVERY SCHEME, 1942.

(l) For the purposes of this scheme, unless the context otherwise requires,—

“The district” means the area of the City of Dunedin and the Borough of St. Kilda as indicated by zones marked on the plan:

“The plan” means the plan of the district deposited for the purposes of the scheme in the Head Office of the Transport Department at Wellington under No. TT. 1390 :

“Wholesale purchaser” means a person who purchases bread for resale or who for other purposes purchases not less than twenty-five 4 lb. loaves per week or their equivalent in weight:

“Business area” means all that part of the City of Dunedin bounded by a line commencing at the north-western corner of the intersection of Bay View Road and Anderson’s Bay Road; thence in a north-westerly direction along the south-western side of Anderson’s Bay Road to its intersection with Princes Street; thence by a right line in a south-westerly direction across Princes Street to the south-western corner of Melville Street; thence in a north-westerly direction along the south-western side of Melville Street to its intersection with Manor Place; thence by a right line in a northerly direction to the intersection of the north-western side of Filleul Street with Manor Place; thence in a northerly direction along the north-western side of Filleul Street to its intersection with London Street and directly across London Street ; thence in an easterly direction along the northern side of London Street to its intersection with Frederick Street; thence in a south-easterly direction along the northern side of Frederick Street to the easternmost end of Frederick Street; thence by a right line in a south-westerly direction across the Otago Harbour to the com-mencing point:

“Minister” means the Minister of Transport:

“Zone” means a zone of the district marked on the plan.

(2) For the purpose of assisting in the administration of this scheme there shall be a committee which shall consist of the following members :—
(a) Two members to be appointed by the Dunedin City Council:
(b) One member to be appointed by the St. Kilda Borough Council:
(c) One member to be appointed by the Dunedin Master Bakers’ Association:
(d) Mr. R. S. M. Sinclair, Accountant, Dunedin :
(e) Mr. T. H. Langford, Zoning Officer for the South Island, Christchurch.

(3) Any member of the committee may at any time resign his office by writing addressed to the Minister.

(4) Where any of the members of the committee specified in paragraphs (d) and (e) of clause (2) of this scheme dies, or resigns his office, the Minister may appoint another person in his stead.

(5) On the death or resignation of any member of the committee, other than those members specified in para-graphs (d) and (e) of clause (2) of this scheme, the vacancy created thereby shall be filled by appointment in the manner in which the vacating member was appointed.

(6) The functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.

(7) Subject to the foregoing provisions of this scheme the committee may regulate its procedure in such manner as it thinks fit.

(8) It shall be a condition of this scheme that bread shall be delivered within the district to the premises of wholesale purchasers only.

(9) The names and addresses of the vendors who are parties to this scheme and the areas in which they may deliver bread to wholesale purchasers are as follows :—

William Wright and Co., North Dunedin In the zone coloured yellow on the plan and in the business area.

Exemption Order under the Transport Legislation Emergency Regulations 1940.

PURSUANT to the Transport Legislation Emergency Regulations 1940, the Minister of Transport doth hereby order and declare that the provisions of clause (l) of Regulation 7 of the Motor-drivers Regulations 1940, so far as they relate to drivers of heavy trade-motors, shall not apply to Albert Harry Pratt, of Ruawai.

Exemption Order under the Transport Legislation Emergency Regulations 1940.

PURSUANT to the Transport Legislation Emergency Regulations 1940, the Minister of Transport doth hereby order and declare that the provisions of clause (1) of Regulation 7 of the Motor-drivers Regulations 1940, so far as they relate to heavy trade-motors, shall not apply, for the license year terminating on the 30th June, 1943, to Colin Sanders, of Dunedin.

Adding to Commodities for the Purpose of the Delivery Emergency Regulations 1942.

IN terms of Regulation 3 of the Delivery Emergency Regulations 1942, the Minister of Transport doth hereby describe as commodities for the purpose of those regulations the following goods, namely:—

Fruit; vegetables; goods delivered by drapers or by other persons dealing in wearing apparel; articles and materials collected for cleaning by laundries or delivered after such cleaning; beer; cream; and oil fuel as defined in the Oil Fuel Emergency Regulations 1939.
