The Christchurch and Area Bread Delivery Notice 1942.

PURSUANT to Regulation 4 of the Delivery Emergency Regulations 1942,* the Minister of Transport doth hereby give notice as follows:—

  1. This notice may be cited as the Christchurch and Area Bread Delivery Notice 1942.
  2. This notice shall come into force on the Monday following the publication thereof in the Gazette.
  3. The scheme set out in the Schedule hereto is hereby provided for the said district.
  4. The Christchurch and Area Bread Delivery Scheme, 1942, published in the Gazette on the 5th day of March, 1942, at page 663, and the amendment thereof published in the Gazette on the 23rd day of July, 1942, at page 1946, are hereby revoked.

SCHEDULE.

THE CHRISTCHURCH AND AREA BREAD DELIVERY SCHEME, 1942.

(1) For the purposes of this scheme, unless the context otherwise requires,—

“ The district ” means the area as indicated by a black border on the plan, including also the area of the Borough of Lyttelton :
“ The plan ” means the plan of the district deposited for the purposes of the scheme in the head office of the Transport Department at Wellington under No. TT. 3296 :
“ Wholesale purchaser ” means either—

(a) A person who purchases not less than thirty-six 2 lb. loaves per week or their equivalent in weight ; or
(b) A hospital, hotel, military camp, or similar institution requiring large quantities of bread daily :

“ Week ” means a period of seven consecutive days commencing on a Monday :
“ Minister ” means the Minister of Transport.

(2) For the purpose of assisting in the administration of this scheme, there shall be a committee which shall consist of the members constituting from time to time the Executive Committee under Regulation 3 of the Christchurch Milk Delivery Emergency Regulations 1942, together with an additional member appointed by the Canterbury Master Bakers’ and Pastrycooks’ Industrial Union of Employers.

(3) The functions of the committee shall be to receive and investigate complaints affecting the administration of this scheme in its area, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.

(4) Subject to the foregoing provisions of this scheme, each committee may regulate its procedure in such manner as it thinks fit.

(5) It shall be a condition of this scheme that bread shall be delivered within the district to the premises of wholesale purchasers only.

(6) It shall be a condition of this scheme that a party to the scheme shall deliver bread only to the wholesale purchasers allotted to him as provided in clause (7) of this scheme.

(7) The names and addresses of the vendors who are parties to this scheme and the wholesale purchasers to whom they may deliver bread are as follows:—
