Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 19th day of November, 1941.

Present:

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

Regulations for the Government and Payment of the Royal New Zealand Navy, 1939.

Article 392 : Cancel, and substitute :—

  1. Dental Treatment.—All dental treatment, including the provision and repair of artificial dentures for mobilized personnel of the Royal New Zealand Navy and the New Zealand Dental Corps in accordance with the standard and procedure laid down in Navy Orders on the subject and “Instructions for Officers New Zealand Dental Corps.”

  2. The Admiralty Fleet Orders governing dental treatment as issued from time to time apply generally to the Royal New Zealand Navy.

  3. Officers are not eligible for the supply, replacement, or repair of dentures except when necessitated by a casualty of the service.

  4. Dental treatment at the public expense is not to be afforded to reserve personnel undergoing training, unless such treatment is necessitated by a casualty occasioned on duty during the period of training. Where reserve personnel are permitted to perform prolonged periods of training—e.g., six months—and dental treatment becomes necessary during that period, the facts should be presented to the Naval Board before authority is given for treatment, other than that occasioned by a casualty on duty, to be performed at the public expense.

  5. Officers and men employed under mercantile conditions in Royal Fleet auxiliaries, &c., are not entitled to treatment at the expense of Naval funds unless they have had their teeth or jaws injured on duty as the result of an accident attributable to the service. In such cases, provided the injury was reported at the time of its occurrence and there is satisfactory evidence that the accident was attributable to the service, necessary operative treatment may be undertaken, and the cost of treatment necessitated by the injury will be met from public funds. Where, in addition to the treatment actually necessitated by the injury, it is desired to remedy pre-existing dental defects, the patient will be liable for the additional expense involved.

Article 393 : Cancel, and substitute —

  1. Director of Dental Services.—The Director of Dental Services is the adviser to the New Zealand Naval Board on dental subjects, and is responsible for the dental health of the Royal New Zealand Navy.

  2. He will approve all claims for dental examination of candidates for continuous service and any dental treatment authorized at the public expense.

  3. He will be responsible for the approval of all demands raised in New Zealand for dental equipment and stores and will, if practicable, satisfy the demand from the New Zealand Army Dental Store in accordance with instructions issued in Navy Orders.

  4. All reports and returns on dental treatments for personnel of the Royal New Zealand Navy will be forwarded to Navy Office for his perusal.

Postponing General Election of Members of Christchurch Drainage Board.

ORDER IN COUNCIL.

At the Government Buildings at Wellington, this 3rd day of December, 1941.

Present:

THE RIGHT HON. P. FRASER PRESIDING IN COUNCIL.

PURSUANT to the Emergency Regulations Act, 1939, His Excellency the Governor-General, acting by and with the consent of the Executive Council, doth hereby postpone the holding of the general election of members of the Christchurch District Drainage Board, 1907 (hereinafter called “the principal Act”), as amended by section two of the Local Elections and Polls Amendment Act, 1941, to be held on the last Saturday in January in the year one thousand nine hundred and forty-two; and doth hereby order and declare that in each of the several subdistricts described in the principal Act the electors shall for their subdistrict on the last Saturday in January in the year one thousand nine hundred and forty-three, and not sooner, elect one person (being an elector) to be a member of the said Board :

Provided always that the persons who shall become members of the Board at the election hereby prescribed shall hold office for two years and shall vacate such office on the date of the first general election to be held after they become members.
