To all whom these presents shall come, and to the
HONOURABLE JOHN BARTHOLOMEW CALLAN, a Judge of the
Supreme Court; THOMAS FREDERICK ANDERSON, Esquire;
CAPTAIN FRANCIS ARTHUR MACINDOE; the Honourable
WILLIAM PERRY, LL.B., M.L.C.; and CAPTAIN EUSTACE
ROTHERHAM, R.N.: GREETINGS:
WHEREAS it is expedient that inquiry should be made
into the circumstances surrounding the loss of certain shipping by enemy action and the possible disclosure of information to the enemy regarding shipping movements:
Now, therefore, I, George Vere Arundell, Viscount Galway,
the Governor-General of the Dominion of New Zealand, in exercise of the powers conferred by the Commissions of Inquiry Act, 1908, as extended by the Commissions of Inquiry Emergency Regulations 1941, and all other powers and authorities enabling me in this behalf, and acting by and with
the advice and consent of the Executive Council of the said
Dominion, do hereby constitute and appoint you, the said
John Bartholomew Callan,
Thomas Frederick Anderson,
Francis Arthur Macindoe,
William Perry, and
Eustace Rotherham
to be a Commission to inquire into and report on the following matters:-
(a) The circumstances surrounding the loss of the steamship "Holmwood," the motor-vessel "Rangitane," the motor-vessel 'Vinni,' and the steamship 'Komata':
(b) The question whether there have been any leakages either directly or indirectly from New Zealand of information relating to the movement of ships and, if so, the facts relating to such leakages.
And with the like advice and consent I do further appoint you, the said
John Bartholomew Callan
to be Chairman of the said Commission.
