THE NEW ZEALAND GAZETTE.
[No. 93

  • REGULATION 3.--POWERS OF THE SUGAR CONTROLLER.
    The Controller shall have the following powers:
    (a) To regulate, restrict, control, or prohibit, while these regulations remain in force, the distribution or use of any sugar,
    and to fix conditions attaching to the sale of any sugar :
    (b) To buy, sell, and otherwise deal in sugar:
    (c) To take possession of any sugar wherever situated in New Zealand or to acquire the title to any sugar on board a ship and destined for New Zealand at prices to be arranged at the time or subsequently:
    (d) To take steps intended to safeguard, where deemed expedient, the continuity of supply of sugar whether produced within New Zealand or imported into New Zealand:
    (e) To require traders to enter into working agreements with one another for the pooling of supplies of sugar and storage facilities, and for the limitation of the number of traders carrying on business in any area or district, and to restrict or prohibit the trading of any person who fails to enter into any such agreement on terms that the Controller considers reasonable and just or who commits default in observing or performing the terms of any such agreement entered into by him:
    (f) To require any person to furnish from time to time such returns, statements, statistics, or other information relating to sugar, and the possession, dealing, and use thereof, as the Controller may deem necessary, and to require that any such information be verified by statutory declaration:
    (g) To give notice to any person or trader of any such direction, restriction, or requirement as aforesaid, either in writing or orally, and whether by telephone or in other manner, and every person to whom such notice is given shall forthwith be bound thereby; but every notice given otherwise than in writing shall forthwith be confirmed by the Controller in writing.
