REGULATION 15.--POSSSESSORY LIENS.
Any person exercising a possessory lien over any impressed motor-
vehicle or equipment shall, upon production to him of a warrant by
the owner or any other authorized person, forthwith deliver up
possession of such motor-vehicle or equipment, and shall thenceforward
have the rights of other encumbrancers under these regulations with
respect to any moneys secured by such lien.
REGULATION 16.--APPROPRIATION.
Any payments the making of which is authorized by these regula-
tions shall be made subject to appropriation by the Legislature of any
moneys necessary for the purpose.
REGULATION 17.--OFFENCES.
(1) Every person who fails to comply with any of the provisions
of these regulations commits an offence against these regulations.
(2) Any person who knowingly makes to the Chief Impressment
Officer or any Impressment Officer any statement that is false or
misleading in a material particular or in any information or return
that he is required to make under these regulations makes any material
omission commits an offence against these regulations.

NOTES.--(1) All accessories, fittings, and equipment (including spare parts,
spare tires, tools, sideboards, tailboards, nets, chains, tarpaulins or other
waterproof covers) belonging to a vehicle are deemed to be part of the vehicle
and must be delivered therewith.
