The Industrial Emergency Council Regulations 1939.

ORDER IN COUNCIL.
At the Government House at Wellington, this 14th day of
September, 1939.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
Pursuant to the Emergency Regulations Act, 1939, His Excellency
the Governor-General, acting by and with the advice and consent of
the Executive Council, doth hereby make the following regulations.

REGULATIONS.

  1. These regulations may be cited as the Industrial Emergency
    Council Regulations 1939.

  2. In these regulations, unless inconsistent with the context,β€”
    " Council " means the Industrial Emergency Council constituted
    under these regulations:
    " Minister " means the Minister of Labour.

  3. The Minister may from time to time appoint an Industrial
    Emergency Council comprising such number of representatives of
    employers and workers as he may deem fit.

  4. The Minister shall appoint a Chairman of the Industrial
    Emergency Council.

  5. It shall be the function of the Council to inquire into and to
    advise the Minister during the period of war emergency on any matters
    referred by him to the Council or on any other matters arising out of
    the state of emergency and pertaining to his office.

  6. Without in any way limiting the powers of the Council to do
    all things necessary for the proper discharge of its functions, it is hereby
    provided that, on the direction of the Minister, the Council may enter
    upon the business premises of any employer and make such inquiries
    as it may deem to be necessary, and may require any person or persons
    or any industrial union or association of employers or of workers to
    furnish such information or evidence as the Council may require upon
    all matters coming within the scope of the Council's investigations.
    The Council may delegate any powers as it may think fit to any member
    or members of the Council.

  7. The Minister may, on the recommendation of the Council, add
    any person or persons to the Council for any special purpose.
