At the Government Buildings at Wellington, this 4th day of
September, 1939.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
Pursuant to the Public Safety Conservation Act, 1932, there being
a Proclamation of Emergency now in force under that Act, and pursuant
to section 47 of the Customs Act, 1913, His Excellency the Governor-
General, acting by and with the advice and consent of the Executive
Council, doth hereby make the following regulations.
REGULATIONS.
REGULATION 1.—PRELIMINARY.
(1) These regulations may be cited as the Timber Emergency
Regulations 1939.
(2) These regulations shall be read together with and deemed part
of the Supply Control Emergency Regulations 1939 (hereinafter
referred to as the principal regulations).
(3) In these regulations, unless inconsistent with the context,
"Controller" means the Timber Controller appointed under these
regulations; and includes any person for the time being
authorized to exercise or perform any of the Controller's
powers or functions:
"Proprietor" means any person engaged in the manufacture,
seasoning, or sale of timber or manufactured timber
products; and includes the owner of any sawmill, planing-
mill, sash and door factory, box-factory, or other timber-
products factory, and any person acting or apparently
acting in the general management or control of any such
mill or factory:
"Timber" includes trees when they have fallen or have been
felled, and whether sawn, hewn, split, or otherwise fashioned:
"Manufactured timber products" includes all articles manu-
factured from wood:
"Forest" includes standing trees suitable for the production
of timber:
