raising in New Zealand by the Feilding Borough Council
(hereinafter called “the said local authority”) of a loan of
two thousand pounds (£2,000), (hereinafter called “the said
loan”):
And whereas the authority conferred by the said Order in
Council has not been fully exercised, and it is expedient to
vary certain of the determinations aforesaid in respect of
portion (£800) of the said loan (hereinafter called “the said
sum”):
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
and in pursuance and exercise of the powers and authorities
conferred on him by section eleven of the Local Government
Loans Board Act, 1926, as set out in section twenty-nine
of the Finance Act, 1932 (No. 2), and of all other powers
and authorities enabling him in this behalf, doth hereby
vary certain of the determinations aforesaid in respect of
the said sum by prescribing as follows:
(1) In lieu of the term of twenty (20) years specified in
clause one of the said Order in Council the term shall be
ten (10) years.
(2) In lieu of providing for the repayment of the said
sum as specified in clause three of the said Order in Council
the said sum shall be repaid as follows:
(a) By twenty equal payments of twenty-seven pounds
nineteen shillings and sevenpence (£27 19s. 7d.),
one of such payments to be made at the end of
every half-year commencing from the date on
which the said sum is borrowed. Each such half-
yearly payment shall be applied firstly in payment
of interest computed at the rate of three pounds
ten shillings (£3 10s.) per centum per annum on
the amount of the principal for the time being
outstanding at the beginning of each such half-
year, and the balance of such half-yearly payment
in reduction of principal.
(b) By a payment at the end of the tenth year from the
date of the borrowing of the said sum of a sum
equal to the amount to which the said principal
has been reduced in accordance with the preceding
paragraph (a) hereof after payment of the afore-
said twenty (20) half-yearly payments.

and £22,000) of the Invercargill City Council’s Loans of
£70,500 and £47,000 respectively.

ORDER IN COUNCIL.
At the Government House at Wellington, this 22nd day of
June, 1938.

His Excellency The Governor-General in Council.
WHEREAS by Orders in Council made on the twelfth
day of April, one thousand nine hundred and thirty-
eight, and the twenty-first day of April, one thousand nine
hundred and thirty-eight, and subject to the determinations
as to borrowing and repayment therein set out, consent was
given to the raising by the Invercargill City Council (here-
inafter called “the said local authority”) of the sums of
seventy thousand five hundred pounds (£70,500) and forty-
seven thousand pounds (£47,000) by loans to be known as
“Water and Drainage Loan, 1938,” and “Promotion of
Employment Loan, 1938,” respectively (hereinafter called
“the said loans”):
And whereas the authority conferred by the said Orders in
Council has not yet been exercised, and the said local authority
is desirous of raising portions thirty-three thousand pounds
(£33,000) and twenty-two thousand pounds (£22,000) (herein-
after called “the said sums”) of the said respective loans:
And whereas it is expedient to vary certain of the deter-
inations aforesaid in respect of the said sums:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
and in pursuance and exercise of the powers and authorities
conferred on him by section eleven of the Local Government
Loans Board Act, 1926, as set out in section twenty-nine
of the Finance Act, 1932 (No. 2), and of all other powers and
authorities enabling him in this behalf, doth hereby vary certain
of the determinations aforesaid in respect of the said sums by
prescribing that in lieu of repayment as specified in clauses
three of the said Orders in Council the said sums shall be
repaid by the annual redemption of debentures of the
amounts and in the years set out in the Schedule hereunder.

Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 10th day
of June, 1938.
Present:
The Right Hon. M. J. SAVAGE PRESIDING IN COUNCIL.
In pursuance and exercise of the powers and authorities
conferred on him by section twenty-five of the Naval
Defence Act, 1913, and of all other powers and authorities
enabling him in that behalf, His Excellency the Governor-
General, with the advice of the Executive Council, doth
hereby amend and supplement the regulations referred to in
the Schedule hereto as shown therein.
SCHEDULE.
REGULATIONS FOR THE GOVERNMENT AND PAYMENT OF THE
NEW ZEALAND DIVISION OF THE ROYAL NAVY, 1929.
Insert new Article 19:
Article 19 : Occurrences of Public Interest.
“The Naval Board desire early information of any serious
accident or important occurrence in which the New Zealand
Division of the Royal Navy is in any way concerned.
“2. The press obtains very early news of anything likely to be
of public interest, and confirmation or correction of the press
report may be necessary to explain what naval action has
been or is being taken. It is important, therefore, that the
Naval Board should have the earliest possible information
of any such incident so that they may be in possession of
some account of the occurrence before it appears in the press.
“3. The duty of informing the Naval Board is to be
undertaken by the Commodore Commanding New Zealand
Squadron or by the Naval Officer-in-Charge, Auckland,
subject to the exception that, in the case of detached ships,
when the incident is of such importance as to leave no doubt
in the mind of the reporting officer that it should reach Navy
Office at the earliest possible moment, the message is to be
addressed to the Commodore Commanding, and repeated to
the Naval Board.
“4. The normal method of communication should be by
Government Telegraph Code or Plain Administrative Code.
Plain language may be used when speed in transmission is
desirable provided no secret or confidential information is
contained in the message.
“5. Such reports will be regarded at Navy Office as being
for information only.”
