Members of the Second Class of the Military Division not to exceed 48 in number.
X. It is Ordained that the Military Division of the Second Class, or Knights and Dames Commanders, shall not exceed forty-eight, of which number sixteen may be appointed on the recommendation of Our First Lord of the Admiralty (not more than two to be so appointed in one year), seventeen on the recommendation of Our Secretary of State for War (not more than one to be so appointed in one year), five on the recommendation of Our Secretary of State for Air (not more than one to be so appointed in a period of two years), and ten on the recommendation of Our Secretary of State for Dominion Affairs or Our Secretary of State for the Colonies (not more than two to be so appointed in one year); but that any vacancy arising by the death of a Knight or Dame Commander so nominated shall be filled only on the recommendation of the Department by which the deceased Knight or Dame Commander was recommended.
Members of the Second Class of the Civil Division not to exceed 346 in number.
XI. It is Ordained that the Civil Division of the Second Class, or Knights and Dames Commanders, shall not exceed three hundred and forty-six, of which number one hundred and seventy-eight shall be persons who have rendered meritorious service within, or connected with, Our United Kingdom, the Isle of Man or the Channel Islands (not more than sixteen to be so appointed in one year), and one hundred and sixty-eight shall be persons who have rendered meritorious service within, or connected with, any other part or parts of Our Dominions, including India, Burma, or Countries under Our protection or Mandated Territories, or who have rendered services in relation to the Foreign Affairs of Our Empire (not more than sixteen to be so appointed in one year, of which number three may be appointed on the recommendation of Our Secretary of State for Foreign Affairs, two on the recommendation of Our Secretary of State for India, ten on the recommendation of Our Secretary of State for Dominion Affairs or Our Secretary of State for the Colonies), and one in a period of four years on the recommendation of Our Secretary of State for Burma.
Members of the Third Class of the Military Division not to exceed 422 in number.
XII. It is Ordained that the Military Division of the Third Class, or Commanders, shall not exceed four hundred and twenty-two, of which number sixty-two may be appointed on the recommendation of Our First Lord of the Admiralty (not more than six to be so appointed in one year, provided that not more than forty-four be so appointed in ten years), two hundred and forty-three on the recommendation of Our Secretary of State for War (not more than eighteen to be so appointed in one year), twenty-eight on the recommendation of Our Secretary of State for Air (not more than three to be so appointed in two years), and eighty-nine on the recommendation of Our Secretary of State for Dominion Affairs or Our Secretary of State for the Colonies (not more than nine to be so appointed in one year); but that any vacancy arising by the death of a Commander so nominated shall be filled only on the recommendation of the Department by which the deceased Commander was recommended.
Members of the Third Class of the Civil Division not to exceed 1,640 in number.
XIII. It is Ordained that the Civil Division of the Third Class, or Commanders, shall not exceed sixteen hundred and forty, of which number eight hundred and fifty-five shall be persons who have rendered meritorious service within, or connected with, Our United Kingdom, the Isle of Man or the Channel Islands (not more than sixty-one to be so appointed in one year), and seven hundred and eighty-five shall be persons who have rendered meritorious service within, or connected with, any other part or parts of Our Dominions, including India, Burma, or Countries under Our protection or Mandated Territories or who have rendered services in relation to the Foreign Affairs of Our Empire (not more than sixty-six to be so appointed in one year), of which number ten may be appointed on the recommendation of Our Secretary of State for Foreign Affairs, five on the recommendation of Our Secretary of State for India, and forty-nine on the recommendation of Our Secretary of State for Dominion Affairs or Our Secretary of State for the Colonies, and two on the recommendation of Our Secretary of State for Burma.
Appointments to the Fourth Class of the Military Division not to exceed 97 in any one year.
XIV. It is Ordained that not more than ninety-seven appointments shall be made in any year to the Military Division of the Fourth Class, or Officers, of which number fourteen may be appointed on the recommendation of Our First Lord of the Admiralty (provided that not more than one hundred and ten may be so
