✨ Naval Regulations and Board Details

Every officer of the New Zealand Division of the Royal Navy shall
make himself acquainted with, and shall duly observe, obey, and, so far as
he is able, enforce these regulations and such further regulations, orders,
or instructions as may be issued by the Naval Board or with their
authority. -
Applicability of the King's Regulations and Admiralty Instructions,
Admiralty Fleet Orders, &c.—Where not inconsistent with these regulations the King's Regulations and Admiralty Fleet Orders, &c., shall apply
to the New Zealand Division. -
The King's Regulations and other instructions issued by the Admiralty,
however, are not to be regarded as constituting any authority for expenditure
in the New Zealand Division, except as provided for in these regulations. -
All questions relating to pay and allowances not covered by the New
Zealand Naval Regulations are to be submitted for the decision of the Naval
Board before any payment is made. -
Admiralty Fleet Orders, &c., will be issued from Navy Office, Wellington. Where in Admiralty Fleet Orders the supply of additional stores,
fittings, &c., is authorized by the Admiralty and no provision has been made
in the New Zealand Naval Defence estimates for such additional stores,
fittings, &c., the matter is to be referred to the Naval Board before action is
taken to obtain the stores, fittings, &c. When ships are refitting in England
the High Commissioner for New Zealand has authority to approve the
execution of authorized alterations and additions, provided the cost of each
item does not exceed £100. -
Public Revenues Act, 1926.—The expenditure of money, stores, &c.,
the property of or under the control of the Government of New Zealand, is
governed by the Public Revenues Act, 1926. Accounting officers and all
others concerned are to make themselves conversant with this Act and with
the Treasury Regulations and Instructions. Generally, cash and stores
accounting procedures in the New Zealand Division will follow the lines of
the King's Regulations as modified by the New Zealand Naval Regulations. -
Constitution of the Naval Board.—The Naval Board is composed
of the Minister of Defence (President), and the following members:—
(a) One or two persons (being executive officers of the Royal Navy)
appointed from time to time by the Governor-General to be First
and Second Naval Members.
(b) An Accountant Officer of the Royal Navy appointed from time to
time by the Governor-General, to be Naval Secretary. -
Powers, Functions, and Duties of the Naval Board.—The Naval
Board shall be charged with the control and administration of all matters
relating to the Naval Forces, upon the policy directed by the Minister, and
shall be in executive command of the Naval Forces. The Governor-General
may delegate to the Naval Board the functions, and commission it to
execute the office, of Commander-in-Chief of the Naval Forces. -
Except as prescribed, the members of the Naval Board shall act as a
whole, but in this respect will regulate their own procedure. -
The orders of the Board shall be issued over the signature of the
Naval Secretary, or such other official as the Board may authorize to act
for him. -
All decisions of the Board which involve a matter of policy or
important principle, an increased vote, or any new expenditure, shall be
submitted for Cabinet approval. -
The Naval Board shall have authority over the ships and personnel
of the New Zealand Division of the Royal Navy wherever serving, but when
such ships or persons are outside the limits of the New Zealand Station
communications addressed to them, except on matters of administrative
detail, will be forwarded through the usual channels to the Admiralty, or
direct to the Commander-in-Chief or Senior Naval Officer under whose orders
they may at the time be placed. -
Similarly, when ships of the New Zealand Division are outside the
limits of the New Zealand Station, all communications on matters of
administrative detail are to be addressed to the Naval Board; other communications are to be addressed to the Commander-in-Chief or Senior Naval
Officer under whose orders the ship is serving, but a copy is to be sent
direct to the Naval Board for their information. -
Limits of the Naval Station of the Dominion of New Zealand.—The following are the limits of the Naval Station, within which the operations
of the New Zealand Naval Forces are controlled by the Dominion Government,
acting through the Naval Board:—
North: From a point in 169° east longitude and 4° north latitude,
along that parallel to the meridian of 180°, thence along that meridian to
the northward to the parallel of 30° north, thence along that parallel to the
meridian of 150° west longitude, thence southward along that meridian to
the Equator, thence eastward along the Equator to the meridian of 120°
west longitude.
