Misuse of Distress Signals.
The use of the international distress signal, except for the purpose of indicating that a vessel is in distress, and the use of any signal which may be confused with the distress signal, are prohibited on every ship.
The alarm signal and the distress signal may, as previously mentioned, only be used by ships in serious and imminent danger which require immediate assistance. In all other cases in which assistance is required, or in which a ship desires to issue a warning that it may become necessary to send out a distress call at a later stage, the urgency signal must be used.
If, after having sent a distress call, the master subsequently decides that assistance is not required, he must so advise all stations immediately in order to prevent ships unnecessarily deviating from their course.
Urgency Signal.
This signal consists of three repetitions of the group XXX. It is sent before a call and indicates that the ship or station using it has a very urgent message to transmit concerning the safety of a ship, or of some person on board or within sight. If used by a ship it does not necessarily imply that the ship is in imminent danger or requires immediate assistance.
The signal has priority over all other communications, except those of distress, and all ships or coastal stations which hear it must avoid interference with the urgent message. Ship stations which hear the urgency signal must listen for a period of three minutes. If, at the expiration of this period, no urgent message has been heard, they may resume their normal service.
The urgency signal should be used in all cases in which the sending of the distress call is not fully justified or when the circumstances are such that it may be necessary to send a distress call at a later stage.
The urgency signal may be used only on the authority of the master and, as a general rule, be addressed to a specific station.
Safety Signal.
The safety signal consists of the group TTT, sent three times, with the letters and groups well separated, followed by the word DE, sent once, and the call sign of the station sending it, sent three times. It indicates that the station is about to transmit a message concerning the safety of navigation, or giving information regarding meteorological warnings.
All stations hearing the safety signal must continue to listen until the message announced by it is ended; they must also remain silent on all waves capable of interfering with the message.
